Relationship To Strategic Plan:
Goal 4: Desirable Place to Live, Work and Recreate
Objective 4.4: Forge effective public partnerships with local businesses, state and federal agencies and community groups in efforts to improve process outputs and services for citizens.
Executive Summary:
Council is asked to adopt Capital Project Ordinance (CPO) 2024-12 to appropriate $466,875 for the purchase of a Battery Electric Bus (BEB) to replace a fixed route diesel bus that has reached or exceeded its useful life. The funding sources for this appropriation are $373,501 of federal grant funding and $93,374 of local funding provided by the Transit Operating Fund.
Background:
FTA has awarded grant NC-2024-011-00 for Transit to supplement previous grant #NC-2022-059-00 and grant #NC-2021-023-00 to fund a diesel bus replacement with a BEB. The unexpected higher costs have resulted in the need for additional funds. The Transit operation will benefit from reduced costs from a newer, more efficient bus as well as improved working conditions in our maintenance facility.
Issues/Analysis:
None
Budget Impact:
FTA grant NC-2024-011 will provide $373,501 of federal funds. A transfer from the Transit Operating Fund will provide the required local match of $93,374.
Options:
1. Adopt CPO 2024-12 as presented to move forward with the planned purchase.
2. Do not adopt CPO 2024-12 and provide further direction to staff.
