Goal IV: Desirable Place to Live, Work and Recreate

Executive Summary:
The purpose of this report is to provide the Fayetteville-Cumberland Parks and Recreation Advisory Commission's response to Council's directive to review and provide a recommendation regarding a potential policy for unaccompanied minors in City facilities.

The Fayetteville-Cumberland Parks and Recreation Advisory Commission recommends Fayetteville Cumberland Parks and Recreation ("FCPR") continue to follow NCGS 14-318 that identifies eight (8) years as an age with discretion. Staff should continue to be attentive and exercise preventive measures if a child is in danger or unruly. FCPR should continue to be a safe haven for many children and limiting age will the defeat that purpose. Rules and code of conduct should continue to be posted in every facility.

Background:
At the January 2, 2024 Work Session, staff presented to Council a summary of research conducted regarding the Council request for research into a potential policy to address unaccompanied minors in City facilities. Council directed staff to present the item to the Fayetteville-Cumberland Parks and Recreation Advisory Commission for recommendations. Staff presented Council's request to the Advisory Commission at their next scheduled meeting. The Advisory Commission has provided recommendations for Council's consideration.
