Relationship To Strategic Plan:
Goal IV - Desirable Place to Live, Work and Recreate
4.1 - To maintain public transportation investments with high-quality transit and airport services.

Executive Summary:
Council is asked to accept two grant awards for the development of an international arrivals facility at the Fayetteville Regional Airport, and adopt Capital Project Ordinance (CPO) 2025-22 to appropriate the grant funds. The North Carolina Department of Transportation's Division of Aviation (NCDOT DOA) has awarded $2,395,779 and the Federal Aviation Administration (FAA) has awarded $5,000,000 for this project.

Capital Project Ordinance 2025-22 will also appropriate $1,300,000 from the Airport Operating Fund.

Background:
The Fayetteville Regional Airport seeks to become a point of entry for international commercial, military and charter aircraft operations. Located next to the largest military base in the world (Fort Liberty), the Airport is consistently used to back-up Pope Army Airfield for international military and commercial charter travel.

Funding from the FAA and NCDOT DOA, along with local Airport funds, will support the development of an international arrivals facility to be used by U.S. Customs and Border Protection employees for the screening of foreign visitors and returning U.S. citizens.
