Executive Summary:
Piedmont Natural Gas Company, Inc. has requested that the City of Fayetteville grant them a 1.175-acre pipeline easement within the 50-acre tract owned by the City on Fields Road. In addition to the permanent pipeline easement, they are also requesting a 0.487-acre temporary construction easement area which will terminate at the completion of construction. Piedmont Natural Gas Company, Inc. will pay the City a total of $38,934.00 for the easement areas.

Background:
The City purchased the property on Fields Road on March 15, 1999. Currently the property is leased as agricultural land. The easement area will not affect the leased area. Piedmont Natural Gas Company, Inc. has requested a 1.175-acre permanent easement and a 0.487-acre temporary construction easement within the rear portion of the property for a pipeline easement. This pipeline is a natural gas transmission line that will supply the area and be built to withstand the growth of Cumberland and surrounding counties. Staff has researched and determined this area is in the current wooded wetland area of the parcel. The City will be paid $34,646.00 for the permanent easement, $1,795.00 for the temporary construction easement, and $2,493.00 for the removal of the trees for a grand total of $38,934.00. This project is slated to begin construction in August of 2025.
