Goal 3: High Quality Built Environment
Goal 4: Desirable Place to Live, Work and Recreate

Executive Summary:
Council is asked to adopt a resolution to authorize a municipal agreement with the North Carolina Department of Transportation (NCDOT) to support a roadway improvement project along Raeford Road from east of Bunce Road to east of Glensford Drive. The project includes the installation of median islands, traffic signal upgrades, pedestrian traffic signals, resurfacing, drainage, and new pavement markings. The City will fund 20% of the costs to install the sidewalks and 100% of the costs to install the bus stop pads. A portion of the $1,450,000 GO bond appropriation will be utilized for this municipal agreement.

Background:
NCDOT has scheduled construction of Transportation Improvement Project (TIP) U-4405B for roadway improvements along Raeford Road from east of Bunce Road to east of Glensford Drive. The City requested that the project include installation of sidewalks along both sides of Raeford Road and bus stop pads.

The proposed municipal agreement from the NCDOT was received on August 05, 2024, estimating the cost to the City for the sidewalks and bus pads at $154,727.

Issues/Analysis:
NCDOT requires participation from the City for the betterment items that are requested to be added to their project. This participation is outlined in the municipal agreement.

NCDOT also requires a Resolution and a Municipal Agreement to be executed prior to receiving bids on their project.
