Relationship To Strategic Plan:
Goal 1: Safe and Secure Community
Executive Summary:
Approval is requested to authorize the City Manager to negotiate and execute Guaranteed Maximum Price No. 2 with Barr & Barr/HORUS Construction for the completion of Fire Station 16. GMP No. 2 includes the remaining construction scope not included in the previously approved GMP No. 1.
The attached GMP package is based on the Design Development drawings prepared by Davis Kane Architects. The package includes a detailed summary of the total project cost, the proposed GMP No. 2 amount, and the remaining construction work necessary to complete the project.
Background:
The Fayetteville Fire Department is relocating Fire Station 16 from its temporary facility to a permanent site located at Cedar Creek Road and Fields Road, identified as REID 0445898657000. The new approximately 10,000-square-foot facility will include firefighter living quarters, two drive-through apparatus bays, support spaces, offices, and a community training room.
Barr & Barr/HORUS Construction is serving as the Construction Manager at Risk, and Davis Kane Architects is leading the design. GMP No. 1 was previously approved as an early release package to cover site work, utilities, foundations, and long-lead equipment. This allowed construction to begin while the design continued to progress. GMP No. 2 includes the remaining construction scope necessary to complete the project.
Fire Station 16 is the first fire station project funded through the 2022 $60 million Public Safety Bond Program.
Issues/Analysis:
The value of GMP No. 1 has increased due to additional utility and infrastructure requirements that were not included in the original project scope.
GMP No. 2 has been evaluated against the revised budget and remains within the established overall project budget. The combined cost of GMP No. 1 and GMP No. 2 is not expected to exceed the total construction budget of $7,817,854.
The City of Fayetteville is not obligated to execute any GMP amendment that would cause the Guaranteed Maximum Price to exceed the established construction budget. The Construction Manager is not entitled to a change order or additional compensation solely because the construction budget limits the scope or price of GMP No. 2.
Budget Impact:
None - Included in the project budget.
Options:
City Council has two options: authorize the City Manager to negotiate and execute GMP No. 2 with Barr & Barr/HORUS Construction or decline authorization for the City Manager to execute GMP No. 2 and provide further guidance.
Recommended Action::Recommended Action
authorize the City Manager to negotiate and execute GMP No. 2 with Barr & Barr/HORUS Construction
