Executive Summary:
City Council placed a ballot measure seeking authorization of the issuance of up to $25 million in General Obligation Bonds to support capital investments in public infrastructure on the November 8, 2022 ballot. The bond authorization measure was subsequently approved by voters for “various transportation related improvements inside and outside the corporate limits of the City, including, without limitation, street, road, mobility, sidewalk and streetscape improvements, bridges, bicycle lanes, curbs and drains, traffic controls, and greenways, and the acquisition of any related land, rights of way, and equipment”.
With the approval of both the City’s fiscal year 2024 and 2025 budget, $16.8 million have been appropriated by Council thus far. The following staff report will provide details, expenditures/commitments to date, and schedules of the projects these proceeds are funding.

Issues/Analysis:
Street Resurfacing:
Street resurfacing was proposed to Council and approved to be completed in three phases on March 23, 2023. The three phases were to coincide with the FY24, FY25, and FY26 budget cycles.
To date $10,958,784 in funding has been appropriated with $10,533,489 being expended/committed. Phase Details are as follows:
GO Bond Resurfacing Phase 1
• Effective date of contract August 2, 2023
• Substantial Completion achieved August 9, 2024
• Project completed October 3, 2024
• Final Contract value - $6,964,880.65
• Contractor: Barnhill Contracting Company
• Total Mileage Resurfaced: 20.72

GO Bond Resurfacing Phase 2
• Effective Date of Contract July 30, 2024
• Substantial Completion anticipated September 3, 2025 and readiness for final payment must be achieved by Oct 3, 2025
• Contract Value: $3,673,182.11

• Total Mileage Resurfaced: 7.14

• Schedule: This contract is currently at roughly 30% completion with Barnhill preparing to shut down their plant from December 20, 2024 - January 6, 2025
GO Bond Resurfacing Phase 3
• Target advertising for bid in March 2025 with a bid recommendation target of June 2025.
• Project would be funded with $4 million in appropriations adopted with Councils FY26 budget
• Proposed streets listed in the attached Proposed Street List Resurface Various Streets 2025 GO Bond - Phase 3
Sidewalks:
Sidewalk locations were proposed to Council and approved September 25 2023. The project locations were selected to complete the 2018 Pedestrian Plan and Sidewalk CIP.
Since the approval of the sidewalk locations by Council, the City was awarded funding from NCDOT’s Locally Administered Project Program (LAPP) for several of the approved sidewalk locations. These LAPP funds will fund up to 80% of the cost of the project with the remaining 20% of funds coming from the Public Infrastructure GO Bond.
To date $3,556,316 in funding has been appropriated with $624,350 being expended/committed. Project details are as follows:
• Country Club Drive Sidewalk - From Murchison Road to Ramsey Street
o Estimated Cost $840,000
o Project will receive LAPP funding. Design will begin upon execution of a Municipal Agreement with NCDOT.
o Construction anticipated to start in FY26
• Bragg Boulevard Sidewalk - From Pamalee Drive to Shaw Road
o Estimated Cost $640,000
o Project will receive LAPP funding. Design will begin upon execution of a Municipal Agreement with NCDOT.

Bicycle Plan Project Locations:
Bicycle lane locations were proposed to Council and approved June 26, 2023. The project locations were selected from the Council adopted Bicycle Plan
To date $340,000 in funding has been appropriated for Bicycle Lanes. Project Details are as follows:

Municipal Agreements:
GO Bond funding in the amount of $1,450,000 has been appropriated for Municipal Agreements. Municipal Agreements entered into with NCDOT allow for public improvements to be included on NCDOT projects at the request of the City. NCDOT constructs these improvements as part of their roadway projects and then invoices the City for 20% of the cost.

Safe Streets for All (SS4):
Go Bond funding in the amount of $101,216 has been appropriated as the City’s portion of the Safe Streets for All Grant. The City’s portion was 20% of the grant award, which totaled $506,083.
With this grant, the City of Fayetteville is partnering with the Fayetteville Area Metropolitan Planning Organization (FAMPO) to produce a Roadway Safety Action Plan, which will identify opportunities to improve roadway safety and access to economic opportunities for underserved communities. Fayetteville is creating a roadway improvement action plan using the Vision Zero Safe System approach, which prioritizes the safety of all roadway users, including pedestrians and cyclists.
SS4A was kicked-off in September 2024 and is scheduled to take a year to complete. Final reports and deliverables are scheduled to be received September 2025.
Intersection Improvements:
Go Bond funding in the amount of $100,000 has been appropriated for Intersection Improvements. These funds are programmed to go towards the pedestrian improvements identified in the 2018 Pedestrian Plan for the intersection of Rosehill Road and McArthur Rd. Currently NCDOT is working within this intersection and staff is in discussion with NCDOT to expand their project to include the improvements identified in the 2018 Pedestrian Plan.
Thoroughfare Street Lighting:
Go Bond funding in the amount of $50,000 has been appropriated for Thoroughfare Street Lighting. For the current fiscal year, the locations this funding will be expended on are as follows:
• McArthur Rd (Ramsey St to 0.53 miles North of Ramsey St)
• Stoney Point Rd (Lakewood Rd to Grimes Rd)
• Lakewood Rd (From Town Center Dr to Dundle Rd)
• Dundle Rd (King Rd to Heatherbrooke Rd)
• Andrews Rd (Ramsey St to City Limits)
Tentatively, project completion is scheduled for June 2025, however this is dependent upon the utility provider completing the work.
Dam Safety & Preservation Program:
Go Bond funding in the amount of $35,184 has been appropriated for the Dam Safety & Preservation Program. This funding will go towards repairing downstream embankment erosion at the City owned The Lakes Dam (CUMBE-021) located underneath E. Loch Haven Drive. Maintenance work is scheduled to be completed in September 2025.
Bridge Preservation Program:
Go Bond funding in the amount of $208,500 has been appropriated for the Bridge Preservation Program. This funding will go towards the design and construction of bridge deck repairs for bridges on Hawley Lane, Campbell Avenue, and Filter Plant Road. Design is anticipated to begin in January 2025 with construction scheduled to be completed December 2025.
