Executive Summary:
This item seeks Council authorization to renew the City’s contract with SoundThinking (formerly ShotSpotter) for one additional year at a total cost of $220,500. During the September 2, 2025 Work Session, City Council received a staff presentation regarding the ShotSpotter program and directed staff to return with a proposed one-year renewal agreement for further consideration.
Background:
The City of Fayetteville entered into an agreement with ShotSpotter in December 2022, with installation beginning in early 2023 and full operational service starting on September 26, 2023. The technology provides gunshot detection coverage in three one square mile areas, located in the Massey Hill, Cliffdale Road, and Murchison Road neighborhoods.
After a presentation to City Council in September 2024, the City approved a one year contract renewal through September 27, 2025, at a cost of $210,000. As part of that action, Council directed staff to initiate an independent evaluation of the system’s effectiveness and public safety impact. That study was presented to Council during the September 2, 2025 Work Session.
Following the briefing, Council directed staff to return with a one year renewal of the ShotSpotter contract. The proposed agreement would continue service from September 28, 2025 through September 27, 2026, at a total cost of $220,500.
Issues/Analysis:
The current contract with SoundThinking is set to expire on September 27, 2025. The proposed agreement would continue the existing service areas and maintain the current level of support. The renewal reflects a five percent increase over the prior year. Council has directed staff to limit the renewal term to one year at this time.
Budget Impact:
The total contract cost of $220,500 will be funded in the current Police Department budget by the General Fund. No federal relief funds will be used.
Options:
1. Approve a one year ShotSpotter contract renewal in the amount of $220,500
2. Decline to approve a renewal and provide further direction to staff
