Executive Summary:
The former Senior Center East facility on Blue Street has been identified as the future home of the Office of Community Safety. Renovations are needed to prepare the facility for operational use and to support the Office’s expanding service delivery, community engagement, and coordination functions.
City Council is asked to adopt Capital Project Ordinance 2026-41 to appropriate $850,000 from the Office of Community Safety’s FY 2026 operating budget for renovations to the former Senior Center East on Blue Street.
Background:
The Office of Community Safety was established to coordinate non-enforcement public safety strategies focused on prevention, intervention, crisis response, and community stabilization. As implementation continues, the facility will serve as a centralized location for staff operations, community engagement, coordination meetings, training, and service connection activities.
Renovation plans and blueprints for the former Blue Street Senior Center were originally presented to City Council during the February 6, 2026, Work Session. The City Council Capital Improvement Projects Committee subsequently received updates on the renovations at its February 10, 2026, April 14, 2026, and May 12, 2026, meetings. Additionally, during the March 12, 2026, Legislative Delegation Special Meeting, it was announced that the former Blue Street Senior Center would be renovated to accommodate the Office of Community Safety.
The project has been designed and is ready to bid. Given the size and scope of the renovation, this project also presents an excellent opportunity for smaller contractors to compete for the work.

Budget Impact:
The General Fund transfer will be funded through the Office of Community Safety’s FY 2026 operating budget savings.
Options:
City Council has two options: adopt Capital Project Ordinance 2026-41 to appropriate funding for the Blue Street Facility Renovation or not adopt Capital Project Ordinance 2026-41 and provide further guidance to staff.
