Executive Summary:

The existing agreement of local governments to operate a federally recognized unit for transportation funding needs changed due to recent expansion of the boundaries of our urban area’s impact. This is a request to make the changes that fold in more local governments and update Ft. Bragg to Ft. Liberty. These items allow transportation funds to continue while our area has grown.

 

On May 9, 2024, the Fayetteville Area Metropolitan Planning Organization’s (FAMPO) Transportation Advisory Committee (TAC) voted to expand its Urban Area Boundary (UAB) and accept the related FAMPO 2050 Travel Demand Model as presented and as  recommended by of the Transportation Technical Committee (TCC). In summary, the boundary expansion covers the southern half of Harnett County and adds the Town of Erwin and a portion of Moore County to the already existing FAMPO boundary. This action now necessitates an adjusting of the general constructs of the existing operating agreement among the twelve participating local governments (Seven municipalities and five counties), Ft. Liberty, and NCDOT.

 

The attached Memorandum of Understanding (MOU) is that corresponding document for the boundary expansion that will fold in these new members. All entities that are members of FAMPO must sign this MOU to match the new boundary for federal (and state) transportation funding as designed by Metropolitan Planning Organizations. 

 

 

Background: 

In order to conduct better planning and data input for the 2050 Metropolitan Transportation Plan (MTP) Update, the FAMPO 2050 travel demand model boundary was expanded in 2023 to include all of Cumberland and Hoke Counties, a majority of Harnett County, and portions of Robeson and Moore Counties. The traffic demand model is foundational for determining new and upgrading of the MPO’s transportation improvements for the entire region within the Urban Area Boundary.

 

The related MOU aligns the model work, the boundary, and gives all local members a generalized set of points to work within so federal and state funds can be awarded to the community members of FAMPO. This MOU is a modification of the current MOU to fold in the Town of Erwin, Moore County (a portion), and rename the former Ft. Bragg now named Ft. Liberty.

 

 

 

Issues/Analysis: 

FAMPO Urban Area Boundary Assessment Requirements:

• Boundary Agreement between all agencies plus the Governor 23CFR450.310

• Must encompass the entire contiguous urbanized area plus areas expected to

become urbanized within 20 years 23CFR450.312

• Boundary to be reviewed after each census 23CFR450.312

• MPA boundaries may be established to coincide with the geography of regional

economic development and growth forecasting areas 23CFR450.312

• The MPA boundary descriptions shall be submitted either as a geo-spatial database

or described in sufficient detail to the Federal Highway Administration (FHWA)

The new Locally Administered Projects Program (LAPP) funding will continue to be overseen by FAMPO.

 

Future changes can happen to the MOU or when replaced with a more detailed set of points, can all participating FAMPO local governments will again be asked to agree and sign.

 

 

 

Budget Impact: 

Continued Federal Transportation and NCDOT funding that flows through the MPO.

 

 

Options

1.                     Approve the expanded Urban Area Boundary and Approve the related modified Memorandum of Understanding (MOU).

2.                     Do not approve the expanded UAB and related modified MOU.

 

 

 

Recommended Action: 

Option 1.

 

Please approve the attached boundary expansion and sign the MOU as participating FAMPO Local Government/Party so not to risk any federal or state transportation projects.
