The City Council Policies Review Committee met on October 21, 2026. During the meeting, the Committee voted to send recommended revisions regarding the inclusion of a regular seat vacancy clause for City Council Policy 110.1 - Membership and Removal to a Work Session for further discussion and review.
Background:
City Council Policy 155.4 was created on March 15, 1999, with revisions on June 12, 2006. The Committee has discussed the policy on January 9, 2025, May 20, 2025, June 17, 2025, August 21, 2025, February 19, 2026, August 13, 2026, and September 23, 2026. At the March 2, 2026, City Council Work Session, the consensus of Council was for staff to provide recommendations for a morality clause.
City Council Policy 110.1 was created on August 4, 1986, with several revisions since. At the September 23, 2026, City Council Policies Review Committee meeting, staff was directed to bring back a proposed revision that gives current alternate members the opportunity to fill regular seat vacancies before other applications are considered. At the October 21, 2026, City Council Policies Review Committee meeting, the Committee reviewed the revisions and unanimously approved the new provision.
Issues/Analysis:
The primary discussion during the March 2, 2026, Work Session and Committee meetings, thereafter, was regarding the addition of a morality clause that would allow for the revocation of a naming right by Council for cause. Section D - Revocation of Naming Rights was amended to City Council Policy 155.4
