Executive Summary:

Council passed a consensus motion to end paid parking at 5:00 PM, Monday through Friday, to go into effect July 1st. This consent item is to record the official action.

 

Background: 

The current hours of enforcement for paid parking are from 9:00 AM to 7:00 PM, Monday through Friday. A presentation was made to Council at the June 3rd, 2024 work session regarding the paid parking program operations and finances. Council made a consensus motion at the same work session to end the paid parking for Monday through Friday at 5:00 PM to go into effect on July 1st, 2024. In addition, it was requested that following the July retreat, the entire paid parking program be reviewed. The consensus passed on a vote of eight (8) in favor and two (2) against. This change to the paid parking time does not revise the rate for parking, or the special event rate.

 

It is expected that changing the time period from 7:00 PM to 5:00 PM will cost at least $1,000 in materials and labor, and revenue for the parking program will be lost. With the loss of this revenue, additional subsidization will be likely required from the general fund.

Budget Impact: 

$1,000+ in supplies and labor, and the loss of parking revenue during a peak period requiring further program subsidization.
