Executive Summary:
Bids were received for the demolition of 511 Eastern Boulevard. The commercial building determined dangerous and subsequently condemned April 2025. Council approved the demolition ordinance on February 9, 2026.
Background:
511 S. EASTERN BLVD PIN: 0446-09-2995
This vacant commercial structure was condemned as dangerous on April 7, 2025, due to neglect/fire. The City Inspector cited repair needed: walls, doors, door frames, window frames and glazing, electrical wiring, devices, fixtures, boxes, conduit and panels, heating and air conditioning duct work, units and wiring, roofing materials, and stairs.
A hearing notice was published in The Fayetteville Observer on May 25, 2025. The hearing was held on June 5, 2025, and the property owner was present.
Following the hearing, an order was issued on June 9, 2025, directing the owner to either repair or demolish the structure within 180 days. The notice included information on programs available through the City’s Economic & Community Development Department to help cover repair or demolition expenses.
The property has an approved Demolition Ordinance from February 9, 2026 that includes the cost of the demolition becoming a lien on the property.
As of today, there is no record of enrollment in the Blight Removal Program, and the property has not been brought out of its condemned status.
There have been 113 emergency calls related to the property in the past 24 months. The property had 12 code violations, no City assessments, and $13,069.48 in taxes due. It holds a demolition score of 77 points on the matrix.
Consistent with purchasing and procurement procedures, an RFP was released to secure bids for the demolition work to occur at 511 S. Eastern Blvd. The below indicate bids received:

Issues/Analysis:
The subject property is sub-standard and detrimental to the surrounding neighborhood and promotes nuisance and blight, contrary to the City’s Strategic Plan goals 1, 2 and 4. Staff is recommending awarding the contract for demolition of the uninhabitable structure which will mitigate safety concerns with the property.
Budget Impact:
The project will be funded with remaining ARPA funding obligated and allowable for this use.
Options:
1. Award and authorize the City Manager to execute a contract with the lowest responsive, responsive bidder
2. Do not authorize the City Manager to execute the contract and provide further directions to staff.
Recommended Action::Recommended Action
Staff recommends City Council approve the bid recommendation to award the contract to demo 511 S. Eastern Boulevard to the lowest responsive and responsible bidder, Pink Ribbon Hauling, LLC, in the amount of $277,656 and authorize the City Manager to execute for that purpose the contract for its demolition.
