Executive Summary:
On July 23, 2026, Fayetteville Regional Airport conducted a competitive bid opening for general contracting services for the previously approved Passenger Boarding Bridge Replacement Project. Eastern Contractors Corporation is the recommended contractor, with a bid of $1,626,779. Staff recommends that the City Council authorize the City Manager to execute the necessary contract with Eastern Contractors Corporation and adopt Budget Ordinance Amendment 2027-4, appropriating $150,000 from unassigned Capital Project Fund balance to establish a total project budget of $1,800,000.
The total project appropriation includes funding for:
• Base Bid $ 1,650,000
• Construction Administration & Bidding Phases $ 75,424

Background:
On September 25, 2023, City Council accepted Federal Aviation Administration Airport Improvement Program Grant No. 3-37-0021-055-2023 (AIP 55) and adopted Capital Project Ordinance 2024-3 and Budget Ordinance Amendment 2024-3, establishing a project budget of $1,650,000 to replace the Gate 4 passenger boarding bridge. The original funding comprised $1,500,000 in federal FAA grant funds and a $150,000 local match transferred from the Airport Operating Fund through an appropriation of Airport Fund net assets.
On July 23, 2026, Fayetteville Regional Airport held a competitive bid opening for the project. Eastern Contractors Corporation submitted the recommended bid of $1,626,779. Staff requests adoption of Budget Ordinance Amendment 2027-4 to appropriate an additional $150,000 from the Unassigned Capital Fund Balance, increasing the total project budget to $1,800,000.

Budget Impact:
The Passenger Boarding Bridge Replacement Project has an existing budget of $1,650,000, comprising $1,500,000 from the Federal Aviation Administration Airport Improvement Program Grant No. 3-37-0021-055-2023 and a $150,000 local match transferred from the Airport Operating Fund. Budget Ordinance Amendment 2027-4 would appropriate an additional $150,000 from the Unassigned Capital Fund Balance, increasing the total project budget to $1,800,000. After awarding the $1,626,779 construction contract to Eastern Contractors Corporation, $173,221 would remain for previously incurred or encumbered costs, other eligible project expenses, project administration, and contingency.
Options:
1. Award the Passenger Boarding Bridge Replacement Project contract to Eastern Contractors Corporation in the amount of $1,626,779, adopt Budget Ordinance Amendment 2027-4, and authorize the City Manager to execute the contract and all necessary related agreements.
2. Do not award the Passenger Boarding Bridge Replacement Project contract or adopt Budget Ordinance Amendment 2027-4 and provide further direction to staff.
