Bids were received for the Re-Bid Water Main Rehabilitation Project. The lowest responsive and responsible bidder, in the best interest of PWC is Mainlining America, LLC, Livingston, NJ, in the total amount of $4,149,400.00.
Background:
The Fayetteville Public Works Commission, during their meeting on August 28, 2024, approved the award for the Re-Bid Water Main Rehabilitation project to Mainlining America, LLC, Livingston, NJ, the lowest responsive and responsible bidder, in the best interest of PWC, in the total amount of $4,149,400.00. The Commission also approved to forward this recommendation to City Council for approval.

Issues/Analysis:
The bid notice was advertised through our usual channels on April 5, 2024, with a bid opening date of June 18, 2024. Bids were solicited from seven (7) vendors, and two (2) bids were received. The award is recommended to Mainlining America, LLC, Livingston, NJ, the lowest responsive, responsible bidder. PWC Procurement and Water Resource Engineering Departments request that the bid received from Insituform Technologies, LLC be rejected, as it was not conforming to PWC bid submittal requirements

Recommended Action:
The Fayetteville Public Works Commission recommends the Fayetteville City Council approve the bid recommendation to award the contract for the Re-Bid Water Main Rehabilitation project to Mainlining America, LLC, Livingston, NJ, the lowest responsive and responsible bidder, in the best interest of PWC, in the total amount of $4,149,400.00 and authorize the CEO and General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its construction.
