Relationship To Strategic Plan:
Goal 4: Desirable Place to Live, Work and Recreate
Executive Summary:
The City Council is asked to adopt Special Revenue Fund Project Ordinance (SRO) 2025-17 to appropriate Federal Transit Administration (FTA) Grant NC-2025-017-00 and approve the related sub-recipient agreement with Mid-Carolina Council of Governments (MCCOG). SRO 2025-17 will appropriate $410,430 of federal funding from the FTA for pass-through funding for MCCOG for Cumberland County's Community Transportation Program ($386,351), and grant administration funding for the City of Fayetteville ($24,079). The required local match of $102,607 will be provided by Cumberland County.
Background:
The FTA has awarded grant NC-2025-017-00 to the City of Fayetteville for the purchase of service from a privately owned transportation provider for non-medical transportation (work, school, shopping) for elderly and disabled residents in urban areas of Cumberland County not served by the Fayetteville Area System of Transit (FAST); and FAST's administrative costs to provide oversight of sub-recipient activities. The grant funding continues to support and expand the required services within the Fayetteville region that benefit seniors and those with disabilities. This project is a joint venture between the MCCOG, a public non-profit organization and designated Areawide Aging Agency, and the Cumberland County Community Transportation Program.
These services will be provided to elderly and disabled populations who live in the urbanized area and are not served by the City of Fayetteville's FASTTrac! complementary paratransit or fixed route services.
Issues/Analysis:
None.
Budget Impact:
There is no impact to the General Fund fund balance.
Options:
1) Adopt Special Revenue Fund Project Ordinance 2025-17 and authorize staff to execute the sub-recipient agreement with MCCOG.
2) Do not adopt Special Revenue Fund Project Ordinance 2025-17 or authorize staff to execute the sub-recipient agreement with MCCOG and provide further guidance to staff.
Recommended Action:
Staff recommends that Council move to adopt Special Revenue Fund Project Ordinance 2025-17 as presented and authorize staff to execute the sub-recipient agreement with MCCOG.
