Executive Summary:
Council is requested to adopt Capital Project Ordinance Amendment 2025-28 to appropriate an additional $1,057,100 in proposed PWC Revenues to complete the construction of the North Street Drainage Improvement Project.
Background:
Council approved a bid recommendation on May 28, 2024, authorizing the City Manager to execute a construction contract with the lowest responsive and responsible bidder, Lanier Construction, Inc., for the North Street Drainage Improvements Project in the amount of $3,913,260.
Construction is currently underway. During construction, it was determined that a 24-inch Prestressed Concrete Cylinder Pipe (PCCP) water main must be relocated to accommodate the stormwater improvements. During the design phase, efforts were made to avoid relocation of the water main; however, vertical and horizontal constraints associated with the installation of the drainage infrastructure have made relocation unavoidable.
Issues/Analysis:
Installation of the new drainage infrastructure has resulted in unavoidable vertical and horizontal conflicts with the existing 24-inch Prestressed Concrete Cylinder Pipe (PCCP) water main.
A change order is required to provide funding for the relocation of the water main and the associated work necessary to facilitate construction of the drainage improvements along North Street. The project is currently under active construction and cannot be completed without this work.
The portion of the change order attributable to Public Works Commission (PWC) infrastructure improvements is $1,057,100. This budget amendment provides the necessary funds to cover PWC's share of the relocation costs, allowing the change order to be executed and construction to proceed to completion.
Budget Impact:
There is no impact on the City’s General Fund. The City’s portion of project expenditures will be funded with ARPA funding from the State Fiscal Recovery Fund established in S.L. 2021-180. Any cost overruns on City items would be funded with previously appropriated stormwater enterprise funds for this project. PWC items related to their utility upgrades are not eligible for ARPA funding and will be PWC’s responsibility to fund. The City will pay the contractor invoices as they are received and will, in turn, bill PWC.
Options:
1. Adopt Capital Project Ordinance Amendment 2025-28 to appropriate additional funding to complete the construction of the North Street Drainage Improvement Project.
2. Do not adopt Capital Project Ordinance Amendment 2025-28 to appropriate additional funding to complete the construction of the Nort Street Drainage Improvement Project and provide guidance.
