Executive Summary:
Council is asked to receive a presentation on the proposed Substantial Amendments to the Department of Housing and Urban Development (HUD) 2021-2022 Annual Action Plan and the 2025-2026 Annual Action Plan (AAP). Council adopted the 2021-2022 Annual Action Plan at the May 14, 2021, Council Regular Meeting, and adopted the 2025-2026 Annual Action Plan at the April 28, 2025, Council Regular Meeting. Since that time, the City has been notified of a revised HOME-ARP award for the 2021-2022 program year, as well as additional program income for the 2025-2026 program year. The change in funding amounts requires the City to amend both the 2021-2022 Annual Action Plan and the 2025-2026 Annual Action Plan.
Background:
The current Annual Action Plan was adopted by City Council for the program year period from 2025 to 2026. The Annual Action Plan (AAP) is the City’s required yearly submission to the US Department of Housing and Urban Development (HUD) that details how federal grant funds will be used to address local housing and community development priorities. The AAP outlines the specific programs, projects, and services to be undertaken during the program year with resources from the Community Development Block Grant, HOME Investment Partnership, Emergency Solutions Grants, and Housing Opportunities for Persons with AIDS programs, serving as a roadmap for connecting HUD funds to projects that strengthen neighborhoods, support vulnerable residents, and advance the City’s community development priorities.
On April 30, 2025, following the adoption of the HUD 2025-2026 Annual Action Plan by City Council, the City received notice from HUD of a revised award for HOME-ARP funding, increasing the award total by $5,098 from $3,397,564 to $3,402,662. The additional funding requires the City Council to accept the revised award under the HOME-ARP program.
In addition to the HOME-ARP funding, an amendment to the 2025-2026 AAP is required to allocate $280,000 in program income received for the program year. This funding is being used to create a new CDBG - Affordable Housing activity with a budget of $100,000, and to increase the CDBG - Neighborhood Resources activity by $180,000, with a new total funding amount of $640,582.
Issues/Analysis:
The City’s 2021-2022 and 2025-2026 Annual Action Plans (AAP), previously adopted by City Council, now require substantial amendments to reflect updated funding.
Following HUD’s notification of an additional $5,098 in HOME-ARP funds, City Council must formally accept these resources under the 2021-2022 AAP in the form of a substantial amendment.
In addition, the City has received program income that must be incorporated into the 2025-2026 AAP. This substantial amendment allocates $100,000 to establish a new CDBG - Affordable Housing activity and increases the CDBG - Neighborhood Resources activity by $180,000, bringing its total funding to $640,582.
Budget Impact:
The addition of the program income increases the CDBG - Neighborhood Resources activity budget by $180,000 to a new total budget of $640,582, and creates a new CDBG - Affordable Housing activity with a budget of $100,000. The addition of $5,098 in HOME-ARP funds increases the HOME-ARP budget from $3,397,564 to $3,402,662.
No matching funds are required from the General Fund to accept the revised HOME-ARP award or to program the CDBG funding as stated above.
