Relationship To Strategic Plan:

Goal V: The City of Fayetteville will be a Financially sound City providing exemplary services.

Executive Summary:

To ensure that appropriations accurately reflect grant funding, the Council is asked to adopt the attached Capital Project Ordinance Closeout (CPCLO) 2025-30, 2025-32, and 2025-33 to close Sewer Line from Intersection of Claude Lee Road and Doc Bennett Road Project, Reconstruction of South General Aviation Ramp Project, and Repaving and Repainting North General Aviation Apron Project, respectively.  These three (3) airport capital projects were previously approved in the FY2025 Capital Improvement Plan, prior to receiving the anticipated grant funding.

Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2023-6 and 2025-22 to reduce appropriations of the Perimeter Road Paving and Replacement Fencing Project and the International Arrivals Facility Project to reflect the actual awarded grant amounts and local matches, which vary from the original anticipated funding.

Background:

On November 25, 2024, the City Council adopted Capital Project Ordinances and Amendments appropriating funding for various projects as outlined in the FY2025 Capital Improvement Plan (CIP).

Subsequently, the referenced three airport capital projects are recommended for formal closeout and budget removal. Additionally, two active airport projects (the Perimeter Road Paving and Replacement of Fencing and the International Arrivals Facility) received the grants requiring appropriation adjustments. No funding is being reappropriated from these closures.

Issues/Analysis:

These updates ensure that appropriations accurately reflect available grant funding, maintain fiscal accountability, and ensure legal compliance with grantor requirements. Aligning funding sources and adjusting project scopes improves transparency and internal controls.

Budget Impact:

There is no impact on any fund balances as these changes either remove previously budgeted amounts or reduce budgets to match actual funding. No additional funds are requested or allocated at this time.

Options

1.Adopt the Capital Project Ordinance Closeout (CPCLO) 2025-30, 2025-32, 2025-33, and Capital Project Ordinance Amendments (CPOA) 2023-6 and 2025-22 to realign appropriations with grant funding.

2. Do not adopt the proposed ordinance amendments and provide further direction to staff.

Recommended Action::Recommended Action

Staff recommends that Council adopt the Capital Project Ordinance Amendments as presented to close, revise, and reallocate appropriations for the identified airport capital projects.
