Bids were received for the construction of the Rockfish B4.9 Solar Utility. The lowest responsive, responsible bidder, in the best interest of PWC is River City Construction Inc., Washington, NC, in the total amount of $6,485,706.00.
Background:
The Fayetteville Public Works Commission, during their meeting on October 23, 2024, approved the construction award for the Rockfish B4.9 Solar Utility Station to River City Construction Inc., Washington, NC, the lowest responsive, responsible bidder, in the best interest of PWC, in the total amount of $6,485,706.00. The Commission also approved to forward this recommendation to City Council for approval.

The bid notice was advertised through our usual channels on September 12, 2024, with a bid opening date of October 10, 2024. Bids were solicited from two (2) vendors and four (4) bids were received. The PWC Procurement Department requests the rejection of non-conforming bids to the specified bid requirements. MWDBE / SLS Participation; River City Construction, Inc., Washington, NC is a MWDBE business. River City Construction, Inc. anticipates an estimated spend of $2,100,000.00 with small and local businesses.

Recommended Action:
The Fayetteville Public Works Commission recommends the Fayetteville City Council approve the bid recommendation to award the contract for the construction of the Rockfish B4.9 Solar Utility Station to River City Construction Inc., Washington, NC, the lowest responsive and responsible bidder, in the best interest of PWC, in the total amount of $6,485,706.00 and authorize the CEO and General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its construction.
