Executive Summary:

City Council is asked to grant final approval and adopt the revised charter for the Community Public Safety Advisory Board (CPSAB), which reconstitutes the existing Community Police Advisory Board (CPAB) under a broader public safety mandate. The revised charter was reviewed and approved by the City Council Policy Review Committee and subsequently presented to the full Council at a work session for discussion. It is now before Council for final adoption.

 

Background: 

The Community Police Advisory Board (CPAB) was established in 2021 to review and recommend improvements to the policy and practices of the Fayetteville Police Department and to serve as a liaison between the police department and the community. Since that time, the City has invested in a comprehensive public safety model that includes the Police Department, Fire Department, and the Office of Community Safety, with expanding initiatives in alternative mental health response, community violence intervention, youth engagement, and homelessness mitigation. The 2021 CPAB charter focused exclusively on police and did not reflect this broader investment.

To align the advisory board with the City's actual public safety strategy, staff developed a revised charter that renames and reconstitutes the board as the Community Public Safety Advisory Board (CPSAB). The revised charter was reviewed and approved by the City Council Policy Review Committee, then presented to the full City Council at a work session for discussion. Following Council feedback at the work session, the charter is now presented for final adoption at a regular meeting.

 

Issues/Analysis: 

The revised charter renames the board from CPAB to CPSAB and expands its mission from police-only to comprehensive public safety, covering the Police Department, Fire Department, and Office of Community Safety. The prior nine broad goals are replaced with four focused objectives: mental health response and diversion, violence prevention and intervention, positive youth engagement, and homelessness risk mitigation. The charter also adds membership diversity guidance, expanded training requirements, formalized staff support and budget provisions, and a clear annual reporting structure. Core provisions, nine members plus one alternate, staggered three-year terms, residency requirements, and removal under Policy #110.1, remain unchanged.

 

Budget Impact: 

Adoption of the revised charter does not, by itself, create a new financial obligation. Section 12 of the revised charter formalizes the existing practice of providing staff support and resources to the advisory board, with any operating budget determined through the City's standard budget process. Members continue to serve in a voluntary capacity without compensation unless otherwise determined by City Council. Staff support will be provided through existing City Manager's Office resources.

    

Options

                     Option A - Adopt the revised CPSAB Charter as presented and direct the City Clerk to open applications under the new membership guidance.

                     Option B - Request modifications to the charter before adoption and return the item at a future meeting.

                     Option C - Table the item and direct staff to provide additional background or community input before proceeding.

 

     

Recommended Action::Recommended Action

Staff recommends Option A: adopt the revised charter and reconstitution of the Community Public Safety Advisory Board (CPSAB) as presented, and direct the City Clerk to open applications under the new membership guidance. The revised charter has been reviewed and approved by the City Council Policy Review Committee and was presented to the full Council at a work session for discussion. Final adoption will allow the City to begin reconstituting the board under its expanded public safety mandate.
