Sole source request to purchase and install a 32-tap vacuum interrupting on-load tap changer (OLTC) from Reinhausen Manufacturing Inc. in the amount of $246,978.67.
Background:
The Fayetteville Public Works Commission, during the meeting on September 24, 2025, approved the sole source request to purchase and install a 32-tap vacuum interrupting on-load tap changer (OLTC) from Reinhausen Manufacturing Inc. in the amount of $246,978.67, and forward to City Council for approval.
PWC’s Electric System Substation Department seeks approval to purchase specific equipment pursuant to a sole source exception to the competitive bidding requirements. North Carolina law allows an exception from the competitive bidding requirements for “Purchases of apparatus, supplies, materials, or equipment when: (i) performance or price competition for a product are not available; (ii) a needed product is available from only one source of supply; or (iii) standardization or compatibility is the overriding consideration.” NCGS §143-129(e)(6).
Reinhausen Manufacturing Inc. has provided documentation establishing that Reinhausen Manufacturing is the exclusive supplier of the required equipment in North Carolina.

The Fayetteville Public Works Commission recommends the Fayetteville City Council approve the sole source request to purchase and install a 32-tap vacuum interrupting on-load tap changer (OLTC) from Reinhausen Manufacturing Inc. in the amount of $246,978.67 and authorize the CEO/General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its purchase.
