Executive Summary:

Council is requested to authorize the City Manager to execute a professional services contract in the amount of up to $394,736.74 for FY2027, $651,806.32 for FY2028, and $672,169.61 for FY2029 for Parking Management Services of the downtown area as defined in the draft contract to P2 of NC, LLC (doing business as Pivot Parking, LLC).

 

This proposal-based selection of P2 of NC, LLC (doing business as Pivot Parking, LLC) is utilizing a Request For Proposal’s which the City advertised in November of 2025.

 

Background: 

The information presented with this item is the culmination of information presented to Council under File 26-0559 and File 26-0625.

 

Since 2020, the City has contracted with Republic Parking System, LLC to provide daily parking management services. The current contract has received two (2) amendments to extend service. The current amendment, which was executed in December of 2025, has extended parking management services on a month-to-month basis until a notice of termination is provided with 30 days written notice.

 

In November 2025, the Traffic Services division of Public Services publicly advertised a Request for Proposals (RFP) for parking management services of approximately 6.5 acres of downtown parking, encompassing over 2,000 City-maintained public parking spaces. The timeline for the Parking Management Services RFP and resulting contract is as follows:

In January 2026, the Traffic Services division received responses from five (5) vendors:

 

LAZ Parking Georgia, LLC

PCI Municipal Services, LLC

P2 of NC, LLC (doing business as Pivot Parking, LLC)

Republic Parking System, LLC

Secure Parking USA, LLC

 

The selection committee performed a full evaluation of the submitted proposals from the parties identified above. The committee evaluated these proposals and ranked them according to the scoring and evaluation criteria shown below.

From the ranking process, the City determined a shortlist of respondents that were invited for interviews. In those interviews, questions that fall within one of the five criteria identified below, were asked of each interviewee, with responses evaluated and scored by the interview committee.

From this process, the recommended contractor, P2 of NC, LLC (doing business as Pivot Parking, LLC) was identified as the number one candidate and is recommended to Council for the awarding of the contract.

 

The draft contract indicates that contract services shall begin no earlier than November 1, 2026, and no later than January 1, 2027. The speed at which contract services begins within that time period will be dictated by contract review and execution by all parties. The end date for the original term as outlined in the proposed contract is June 30, 2029, with a possible extension to June 30, 2032.

 

This draft contract provides comprehensive parking management services for all City-maintained parking garages, surface lots, and on-street parking in the downtown area. The proposed draft contract was developed by Public Services in collaboration with P2 of NC, LLC, (doing business as Pivot Parking, LLC) with input and coordination from Finance, Parks, Recreation and Maintenance, Audit, and the City Manager’s Office. The proposed terms reflect the collective input and consensus of these departments and will be subject to final review by the City Attorney’s Office prior to execution.

 

At the September 8, 2026 Council Work Session, attached as File 26-0559.pdf, staff were asked to provide additional information regarding the parking program and proposed contract. The questions and responses were summarized in the presentation provided to Council on October 5, 2026, attached as File 26-0625.pdf.

 

Staff recommends proceeding with the selection of P2 of NC, LLC (doing business as Pivot Parking, LLC) as the next provider of parking management services, with services to begin no earlier than November 1, 2026, and no later than January 1, 2027. The speed at which contract services begins within that time period will be dictated by contract review and execution by all parties. The contract is proposed to have a term of two (2) full fiscal years with the option to extend with one (1) three-year extension. Two (2) full fiscal years mean the contractor would finish out this fiscal year, and then have two (2) more fiscal years before the contract would be considered up for extension. The end date for the original term as outlined in the proposed contract is June 30, 2029, with a possible extension to June 30, 2032.

 

Issues/Analysis: 

The RFP was developed, released, and proposer interviews have been completed. Staff have presented parking program recommendations at previous Council Work Sessions. Staff recommends proceeding with the selection of P2 of NC, LLC (doing business as Pivot Parking, LLC) as the next provider of parking management services.

 

Budget Impact: 

The original proposal from P2 of NC, LLC (doing business as Pivot Parking, LLC), provided a quote of $678,306.32 for FY2028. Staff have been in communication with the recommended contractor regarding prorating expenses and the cost of services into FY2027 to begin parking management services sooner. They have provided, via e-mail, a cost of $394,736.74 for services prorated for November 15, 2026 to June 30, 2027. As part of their prorated services, transitional expenses or start-up expenses are identified as $26,500. Since this cost is realized in FY2027, the expense should be removed from their proposal’s quote for the first full fiscal year (FY2028 - $678,306.32). That is to say, the first full fiscal year should actually be $651,806.32. This has been clarified and confirmed by the contractor, as shown in the agenda attachment “ProposedCostClarification.pdf”. Additionally, assuming this agreement is renewed, the third full fiscal year is quoted at $746,079.14 (FY2030), with an approximate 3.3% annual increase thereafter. The increase from FY2029 to FY2030 includes the 3.3% annual increase, as well as the contractor assuming responsibility for the City’s current DESIGNA maintenance contract. Should the DESIGNA maintenance contract not be continued by FY2030, the budget impact is expected to be reduced.

 

The budget impact, with the understanding of the information above, reflects costs not to be exceeded as shown below.

Options:
