Executive Summary:
The Council is requested to approve the award and authorize execution of a contract in the amount of $943,786.00 for the Locks Creek Roadway and Culvert Flood Mitigation Project, with the lowest responsive and responsible bidder, Lanier Construction Company. Additionally, the Council is asked to adopt Capital Project Ordinance Amendment 2026-36 and 2020-1 to appropriate an additional $200,000 to provide contingency funding for potential cost overruns exceeding the awarded grant funding received.
Background:
The City of Fayetteville’s Stormwater Division has previously received a North Carolina Department of Public Safety (NCDPS) Disaster Relief and Mitigation Grant for the Locks Creek Roadway and Culvert Flood Mitigation Project. On March 9, 2026, the Council authorized the City Manager to execute a Memorandum of Agreement with the North Carolina Department of Public Safety Emergency Management (NCEM) and adoption of Capital Project Ordinance 2026-36 to appropriate funding in the amount of $999,135.00
The project was advertised for bids to be opened on May 21, 2026. Eight (8) bids were received and are as follows:
Lanier Construction Company, Inc. $ 943,786.00
Jymco Construction Company, Inc. $ 993,138.00
Hoke Contracting $ 1,110,747.47
Barnhill Contracting $ 1,226,115.50
Allen Grading $ 1,226,410.00
Fred Smith Company $ 1,368,000.00
Roadworks Construction $ 1,695,747.50
Driggers Construction $ 1,979,148.90
Issues/Analysis:
The project includes upgrades to the existing culvert on Locks Creek Road to maintain community ingress and egress during storm events up to the 50-year level of service. The proposed improvements also include raising the roadway elevation to further enhance access during significant rainfall events. Overall, the project is intended to ensure reliable ingress and egress for the community up to the 50-year level of service.
Budget Impact:
There is no impact on the General Fund. The project costs will be reimbursed through grant funding received from NCDPS. No City match was required for this grant funding, however, CPOA 2020-1 will provide previously appropriated Stormwater Enterprise Funds for the Locks Creek project to provide contingency funding in the event project costs exceed the grant amount.
Options:
1. Approve the award and authorize execution of a contract in the amount of $943,786.00 for the Locks Creek Roadway and Culvert Flood Mitigation Project, with the lowest responsive and responsible bidder, Lanier Construction Company and approve CPOA 2026-36 and 2020-1 to appropriate additional funds to provide contingency funding in the event project costs exceed the grant amount.
