Executive Summary:
The City has been awarded grant funding for fiscal year 2023-2024 for the FY22 Eastern District Project Safe Neighborhood Grant (PSN). Council is asked to adopt Special Revenue Fund Project Ordinance 2024-13 to accept the grant funding and appropriate $38,368 needed to increase the operational efficiency of our Gang Unit and Violent Criminal Apprehension Team and to brand equipment for our Operation Ceasefire Program. Funding will also be used as a component of the Summer Youth Empowerment Camp to purchase the Transfer hands-on simulation-based training. The technology will provide our PAL camp attendees with the ability to explore career paths that they may not have ever considered.
Background:
The primary goal that funding will provide is to increase the number of youth that we are able to reach with the PAL program. Since January 1, 2022 to date, the PAL program reached 55 kids. Project Safe Neighborhood funding will increase our capacity and resources and assist in reaching our goal of 100 kids.
Summer Youth Empowerment Camp is one of our most successful programs to date. As a component of the camps, Funds will be used to purchase the Transfer hands- on simulation-based training. The technology will provide our PAL camp attendees with the ability to explore career paths that they may not have ever considered. Currently, the Cumberland County School System is utilizing these systems. We will expand the foundational knowledge that is being developed in these youth. Providing youth between the ages of 13-18 with prosocial experiences reduces the likelihood that they will become gang involved and justice involved. The grant award funds will be used to increase the operational efficiency of our Gang Unit and Violent Criminal Apprehension Team. Funding will also be used to brand equipment for our Operation Ceasefire Program which is another community tool that we utilize to prevent and mitigate gang violence.
Issues/Analysis:
The grant performance period extends through September 30, 2025.
Budget Impact:
There is no impact to the General Fund as no local match is required.
Options:
1. Adopt Special Revenue Fund Project Ordinance 2024-13.
2. Do not adopt Special Revenue Fund Project Ordinance 2024-13 and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt Special Revenue Fund Project Ordinance 2024-13 as presented.
