Executive Summary:
The City has requested that NCDOT provide review of certain items related to the transportation improvements of Blanton Road. These improvements will affect the State Highway System and will potentially be funded in the future with Federal or State funding administered through NCDOT. NCDOT provides oversight for Federal Highway Administration (FHWA) and is responsible for plan reviews including Traffic Impact Analysis, Roadway, Environmental, Traffic Noise, Hydraulics, Erosion Control, Signals, Pavement Marking/Signing, Traffic Control, Structures, and Geotechnical disciplines. The estimated cost to review is provided by NCDOT is $54,600. The City is currently designing the Blanton Road Extension Project and this municipal agreement will allow for the project to move forward without any delay.
Background:
The Blanton Road Extension Project has been a conceptual project for many years. In October 2022 the City entered into contract with Ramey Kemp & Associates to begin the design of the Blanton Road Extension. The project will extend Blanton Road from Pamalee Drive to Bragg Boulevard. The project will construct a 2 & 3 lane roadway with associated drainage and sidewalk features, providing access to future development property and signal upgrades. In additions, the new Fire Station 4 is located at the intersection of Bragg Boulevard & Blanton Road.
Issues/Analysis:
The City and its consultant will provide the design drawings and reports to NCDOT. NCDOT will review the project to ensure compliance with Federal and State standards.
Budget Impact:
The City will be responsible for $54,600 upon execution of the agreement. NCDOT will charge against the funds on an hourly basis with any remaining funds being reimbursed by NCDOT once reviews are complete. The funding mechanism for this agreement is an existing State Direct Grant, which is also funding the design of the project.
There is no impact to the General Fund.
Options:
1. Adopt the resolution authorizing the City Manager to execute the Municipal Agreement with the NCDOT to review project plans and documents for the Blanton Road Extension project.
2. Do not adopt the resolution authorizing the City Manager to execute the Municipal Agreement with the NCDOT to review project plans and documents for the Blanton Road Extension project and provide further direction to staff.
Recommended Action:
Staff recommends the City Council adopt the resolution authorizing the City Manager to execute the Municipal Agreement with the NCDOT to review project plans and documents for the Blanton Road Extension project.
