Executive Summary:
Update on measures taken with the Market House / Square project and approaching tasks.
Community feedback recommendations include:
Create community engagement opportunities around the Market Square that encompasses “Education / History, Artistic Displays, Marketing / Communications.”
To achieve the community’s vision mentioned above, the Market House’s ADA accessibility and pedestrian safety improvements, which include, but are not limited to:
Ramp access to the arcade (Definition: a covered passageway, with arches along sides)
Crosswalks upgrade
New concrete pavers
Roll-over curb asphalt paving
Lighting and bollards
Roadway milled & repaved
Slow down traffic around Market Square, grade elevations, pavement markings, etc.
Next steps:
Provide CC recommendations on schematics, within budget, provided by consultants.
Background:
At the request of the City Manager, Fayetteville-Cumberland Human Relations Director Dr. Anthony Wade was assigned the responsibility of assembling a working group to identify, develop, and prioritize strategic recommendations to the City for the Fayetteville Market House Project as a community asset (Report provided to CC April 15, 2021).
At the request of the City Council (hereon in, “CC”), Human Relations hosted two City SPIRIT events and received community feedback on how to repurpose the Market House. Following the City SPIRIT events, the Human Relations Commission conducted additional community engagement where information was gathered from approximately 500 additional residents. The two primary recommendations were to improve the Market Square ADA accessible and create greater pedestrian safety. Therefore, the City contracted with SFL+A Architects for possible options to achieve these goals, within the provided funds from the State.
The historic Market Square has the potential to significantly contribute to local and regional history, positive community race and human relations, residents’ quality of life, municipal tourism, and the regional economy.
Issues/Analysis:
SFL+A Architects’ two options whose costs are within the available funding.
Budget Impact:
The State has provided $1.5 million for the Market House project.
