Bids were received for the purchase of the Stator Vane Kit. The lowest responsive, responsible bidder and in the best interest of PWC is Turbine Services Ltd., Saratoga Springs, NY, in the total amount of $275,000.00.
Background:
The Fayetteville Public Works Commission, during the meeting on August 13, 2025, approved the purchase award recommendation for the Stator Vane Kit to Turbine Service, Ltd. Saratoga Springs, NY, the lowest responsive, responsible bidder and in the best interests of PWC, in the total amount of $275,000.00, and forward to City Council for approval.

Issues/Analysis:
On November 13, 2024, the Commission approved an award recommendation for the purchase of a Stator Vane Kit. The contract was awarded to the lowest responsive and responsible bidder, Turbine Service Ltd. The Commission has approved the award for one (1) additional Stator Vane Kit to Turbine Services, Ltd. Turbine Servies, Ltd. has agreed to provide the additional Stator Vane Kit at the same unit cost as in the initial contract. MWDBE/SLS Participation: Turbine Services, Ltd., Saratoga Springs, NY, is not a small local or MWDBE business and intends to self-perform the contract in its entirety.

The Fayetteville Public Works Commission recommends that City Council approve the bid recommendation to award bid for one (1) additional Stator Vane Kit to Turbine Service, Ltd. Saratoga Springs, NY, the lowest responsive, responsible bidder and in the best interest of PWC, in the total amount of $275,000.00, and authorize the CEO and General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its purchase.
