Relationship To Strategic Plan:
Goal 3: City Investment in Today and Tomorrow
Goal 4: Desirable Place to Live, Work and Recreate
Executive Summary:
On April 25, 2022, Council adopted a Resolution to accept American Rescue Plan (ARP) Funding in the amount of $10,550,000 from the North Carolina Department of Environmental Quality, Division of Water Infrastructure for the construction of stormwater improvement projects. The projects identified to utilize this funding were the Adam Street Drainage Improvement Project, North Street Drainage Improvement Project, Ray Avenue Drainage Improvement Project, and Sunbury Drive Drainage Improvement Project.
The following is a quarterly Administrative Report from the Public Services Department on the status of each of the projects utilizing this funding.
Background:
The North Carolina General Assembly identified the City as eligible to receive ARP funding under S.L. 2021-180 for stormwater infrastructure. The amount of the funding totals $10,550,000. The funding is being administered by the North Carolina Department of Environmental Quality’s (NCDEQ) Division of Water Infrastructure (DWI).
At the guidance of DWI, staff filled out and submitted Request for Funding Applications for multiple stormwater improvement projects for the Division to determine merit and eligibility of the projects for use of the funding. Staff was notified on February 14, 2022 that DWI had reviewed the Request for Funding and determined that the proposed projects were eligible to receive the ARP funding. The proposed projects are as follows:
• Adam Street Drainage Improvements
• North Street Drainage Improvements
• Ray Avenue Drainage Improvements
• Sunbury Drive Drainage Improvements
Staff then continued the process of completing the design of the aforementioned
Projects and submitted to DWI for their review and approval of plans and specifications.
On June 28, 2023 North Street, Ray Avenue, and Sunbury Drive received Plans and
Specifications Funding Approval from DWI. On July 24, 2023 Adam Street received
Plan and Specification Funding Approval from DWI.
Upon receiving approval from DWI, all projects have been advertised to the
public for bid opportunities and are moving forward to construction.
Issues/Analysis:
Adam Street Drainage Improvements

Projects are on schedule to expend all ARPA funds prior to the December 31, 2026 deadline.
Budget Impact:
There is no impact to the City’s General Fund. Projects are funded with ARP funding from the State Fiscal Recovery Fund established in S.L. 2021-180.
Any cost over ARP provided funds for City items are being funded with prior project appropriations utilizing stormwater enterprise funds.
PWC items related to their utility upgrades are not eligible for ARP funding and will be PWC’s responsibility to fund. The City will pay the contractor invoices as they are received and will, in turn, bill PWC.
