Executive Summary:

The Planning Commission is requested to review this item, make a recommendation, and forward it to the City Council for final consideration. As part of ongoing ordinance evaluation, Development Services staff has identified several areas within the sign ordinance that would benefit from clarification, modernization, and technical updates to better align with current development practices and community expectations.

 

In October, preliminary information and proposed concepts were presented to the City Council UDO Housing Committee for policy guidance. Following discussion, the Committee voted to direct staff to proceed with preparing a draft amendment for review by the Planning Commission and recommendation to the City Council. This action reflects the City’s commitment to maintaining clear, effective, and up-to-date development regulations that support quality growth and consistent administration.

 

On January 20, the Planning Commission held a legislative public hearing for this case. No speakers signed up to address the Commission.

 

Joe Connor made a motion to recommend approval of the proposed text amendment, including acceptance of Option 2 for Item 9 (Building-Mounted Signage), which removes the limit on the number of signs and instead establishes a total maximum square footage per building (50 square feet total for the OI, NC, and UC districts). During discussion, the Commission amended the option to remove the UC district from this provision.

 

The motion was approved unanimously (7-0).

 

Background: 

The sign code revision was adopted by the City Council in June 2025 and introduced several changes to how signage regulations are interpreted and applied. Following implementation, Development Services staff identified specific areas where the code’s application has created unintended challenges or lacked clarity in particular situations. As a result, staff initiated a review process to develop targeted amendments aimed at improving functionality, consistency, and ease of administration.

 

The primary goal of these proposed amendments is to enhance usability for both City staff and the development community by simplifying regulatory navigation, clarifying standards, and providing greater flexibility with respect to sign types, placement, and design. These refinements are intended to support business visibility, encourage high-quality development, and ensure that the sign regulations effectively balance community aesthetics with economic vitality.

 

Issues/Analysis: 

The proposed amendments to the sign code are intended to correct known issues that became evident only after implementation of the code and to enhance clarity.

 

Budget Impact: 

None at this time

    

Options

1.                     Move to recommend approval of the proposed text amendments, including Option 2 for Item 9 (Building-Mounted Signage), which removes the limit on the number of signs and instead establishes a total maximum square footage per building (50 square feet total for the OI, NC, and UC districts), and to amend the text to remove the UC district from this provision. (recommended);

2.                     Remand the proposed text amendment back to staff for further consideration and specific changes;

3.                     Move to recommend denial of the proposed text amendment.

     

Recommended Action::Recommended Action

The Planning Commission and Professional Planning Staff recommends that the City Council move to approve Option 1 above and adopt the proposed text amendments.
