Executive Summary:
Residents have requested traffic calming on Courtney Street due to concerns about speeding and cut-through traffic between Ramsey Street and Rosehill Road. Two petitions did not meet the Residential Traffic Management Program (RTMP) requirements. Following further review, staff recommend RTMP Option 3 of non-compliant installation, allowing City Council to direct staff to proceed with installation upon receipt of a petition with the needed signatures. If approved, staff recommend installing speed cushions instead of speed humps to minimize impacts on emergency response times.
Background:
Residents have requested traffic calming measures on Courtney Street. Speed humps have been requested, and staff have identified the impacted area if speed humps were to be installed. Two petitions have been held for the impacted parcels, with both failing to meet the standard process outlined by the RTMP. With Courtney Street being a road with no major curves, and providing connectivity between Ramsey Street and Rosehill Road, speeding from cut-through traffic is a concern. After further coordination and review of the area as well as the RTMP, staff recommend option 3 under non-compliant installation. Option 3 states “The neighborhood can provide a petition with the needed signatures to city council and the council can direct staff to proceed with installing the speed humps.”
Issues/Analysis:
Our investigation revealed the roadway is City-maintained, is approximately 1,500 feet long, 33 feet wide for the majority of the roadway when measured from face of gutter, has rollback curb and gutter for the entirety of the roadway, and has multi-use lines for approximately 930 feet. This roadway has a 25 mph speed limit, posted with a “Neighborhood Speed Limit 25 mph” sign.
The traffic study performed for this road in association with the traffic calming request revealed an average daily traffic of 1,315 vehicles per day. The average speed for this roadway was 27 mph. The 85th percentile, the term used to reflect the speed at or below which 85 percent of traffic is moving, was 37 mph.
Should installation be approved, staff will direct speed cushions to be installed in-place of speed humps, as they have been shown to be less detrimental to emergency response times.
Budget Impact:
Each speed cushion costs approximately $3,500. With two (2) speed cushions proposed, the total cost for installation would be $7,000. This amount of funding is available for utilization from the Traffic Services operating budget.
