Executive Summary:
Council is asked to approve the execution of a professional services contract with Rummel, Klepper & Kahl, LLP (RK&K) in the amount of $994,598.79 for engineering design services associated with the BL-0137 Sidewalk Project. The BL-0137 project includes the design of sidewalk improvements along Bonanza Drive, Bragg Boulevard, Country Club Drive, Morganton Road, and Stacey Weaver Drive. RK&K was selected from the City's Transportation Engineering and Inspection Services On-Call contract to provide design services for the project. As this is a Locally Administered Project (LAP) funded through the North Carolina Department of Transportation (NCDOT), the project scope and associated fee have been reviewed and approved by NCDOT.
Background:
As part of the FY23 budget, the City appropriated funding for the BL-0137 Municipal Agreement with NCDOT. The Municipal Agreement was approved by Council on April 28, 2025, through Resolution No. R2025-015.
NCDOT has reviewed and approved the proposed scope of work and the associated engineering fee. The cost for the design services is $994,598.79. Under the terms of the Municipal Agreement, NCDOT will reimburse up to 80 percent of eligible costs, or $795,679.03, with the City responsible for the remaining 20 percent, or $198,919.76.
Projects included in BL-0137 include:
Bonanza Dr:
Bonanza Dr. from Yadkin Rd. to Santa Fe Rd & Santa Fe Rd. from Bonanza Dr. to Yadkin Rd. - 2 areas totaling approximately 2,600 linear feet.
Bragg Blvd:
Bragg Blvd. from Shaw Rd. to the bridge approach at Skibo Rd. totaling approximately 6,650 linear feet.
Country Club Dr:
Country Club Dr. from Murchison Dr. to US 401 (Ramsey St.) totaling approximately 11,900 linear feet.
Morganton Rd:
Morganton Rd. from Bonanza Dr. to Skibo Rd. totaling approximately 7,600 linear feet.
Stacy Weaver Dr:
Stacy Weaver Dr. from McArthur Rd. to Southland Dr. totaling approximately 1,750 linear feet.
Issues/Analysis:
The City will administer this project in accordance with NCDOT's Locally Administered Project (LAP) process and will submit eligible design costs for reimbursement as work progresses. Upon completion of the project, the City will assume responsibility for the maintenance of the sidewalks.
Budget Impact:
There is no impact on the General Fund. The FY23 budget included appropriations for the City's share of the municipal agreement funding necessary to support the scope of services associated with this project.
Options:
1. Approve the execution of a professional services contract with Rummel, Klepper & Kahl, LLP (RK&K) in the amount of $994,598.79 for engineering design services associated with the BL-0137 Sidewalk Project.
2. Do not approve the professional services contract with Rummel, Klepper & Kahl, LLP (RK&K) in the amount of $994,598.79 for engineering design services associated with the BL-0137 Sidewalk Project and provide further directions to staff.
