Executive Summary:
Council is asked to adopt CPO 2027-5 to consolidate funding for the Airport Lift Station #29 project. Additional budget actions to consolidate this funding includes adoption of:
• SROA 2022-9 to reallocate $965,830 in Golden Leaf Grant funds currently budgeted in the Federal and State Financial Assistance Fund.
• CPOA 2026-33 to reallocate $750,000 from the NCDOT Commercial Service Airport Funding (NCAIP 20.1).
• CPOA 2022-33 to reallocate $2,246,438 of NCDOT Commercial Service Airport Funding (NCAIP 17.1) funds from the General Aviation Hangar Project.
Background:
The City was awarded a $965,830 grant from The Golden Leaf Foundation on January 10, 2022. The Fayetteville-Cumberland Economic Development Corporation (FCEDC) sought funding for infrastructure upgrades to the sewer system servicing properties adjacent to the Fayetteville Regional Airport. The Economic and Community Development Department (ECD), is assisting with the administration of the funds and project delivery.
ECD entered into a contract with Moorman, Kizer & Reitzel, Inc., a professional engineering firm, to develop and design plans for the upgrade a sewer lift station. Following coordination with multiple City departments, a final design was approved and an Invitation to Bid was issued on February 19, 2026, for 30 days. The City received one (1) response on March 19, 2026, and the project was re-bid on March 23, 2026, for 7 additional days.
In response to the rebid, one (1) sealed bid was received and evaluated. T.A. Loving Company d/b/a Pipeline Utilities, Inc. submitted the lowest responsive and responsible bid in the amount of $3,325,000.
The project was advertised for bids to be opened on March 31, 2026.
The Airport fund has $750,000 programmed from NCDOT Commercial Service Airport Funding (NCAIP 20.1). An additional $2,246,438 has been allocated from NCDOT Commercial Service Airport Funding (NCAIP 17.1).
Issues/Analysis:
To support potential economic development at the Fayetteville Regional Airport property, the existing sanitary sewer lift station that serves the terminal building and adjoining area was analyzed to determine if there was sufficient capacity available to accommodate future growth opportunities. The review of the existing sanitary sewer lift station known as Lift Station # 29 supported that there was not adequate flow capacity or sewer main depth available to serve any significant expansion or development on the Airport property. Considering the age and capacity limitations of the existing lift station, it was determined that installing a completely new lift station would provide the best approach for serving additional development areas at the Airport property.
Budget Impact:
The funds from the Golden Leaf Grant would be removed from the Federal and State Financial Assistance Fund and added to the Airport Capital Project Fund.
The NCDOT grant funds, currently in the Airport Capital Project Fund, moved for this project will not increase nor decrease the total fund balance.
Options:
Adopt CPO 2027-5, SROA 2022-9, CPOA 2026-14, and CPOA 2022-33 to consolidate funds necessary to complete the Airport Lift Station project.
Do not accept Adopt CPO 2027-5, SROA 2022-9, CPOA 2022-14, and CPOA 2026-33 to consolidate funds necessary to complete the Airport Lift Station project and provide staff with further direction.
