Executive Summary:
The City of Fayetteville is one of five Military Host Cities (MHC) in North Carolina and part of an aligned coalition that includes Jacksonville, Goldsboro, Havelock, and Elizabeth City. Each municipality’s designation as an MHC is the first step in pursuing formal recognition by the State of North Carolina.
Background:
In coordination with each municipality and the NC Department of Military and Veterans Affairs (DMVA), each MHC will be passing a resolution to confirm their status and inherent relationship with the neighboring military installation. Fayetteville is the first MHC to pass a resolution; the other MHC Coalition members will follow suit and pass similar resolutions through the appropriate governing bodies. Through coordination with NC DMVA, the MHC Coalition will continue pursuing state legislation recognizing the MHC designation.
Formal designation as an MHC is achieved by meeting specific standards demonstrating a municipality’s commitment to their military neighbors, including the following criteria.
1. Directly supporting a military installation in terms of public infrastructure, recreation, public safety and emergency services, and other municipal services;
2. Containing all or part of a military installation boundaries within or adjacent to its municipal boundaries;
3. Being the largest municipal land mass directly adjoining the installation boundaries;
4. Experiencing significant economic, social, and operational influence in the community from the military presence;
5. Providing access to key municipal-owned transportation and multimodal hubs essential to military operations; AND
6. Actively working to sustain and enhance the installation’s mission and the well-being of military-connected and military-affiliated populations.
As the largest city connected to the largest military installation in the state, Fayetteville is well-positioned to be the inaugural Military Host City in North Carolina.
