Executive Summary:

The City has been awarded additional funding in the amount of $910,000 from the North Carolina Department of Environmental Quality (NCDEQ) as part of the Flood Resiliency Blueprint initiative for the Ivy & Lyon Road Drainage Improvements Project. This is in addition to the previously received and appropriated Emergency Management Disaster Relief and Mitigation Grant in the amount of $3,500,000. Staff is seeking Council authorization to adoption Capital Project Ordinance Amendment (CPOA) 2025-45 to appropriate the additional $910,000 in funding for a total grant funding amount of $4,410,000.

 

 

Background: 

The City of Fayetteville’s Stormwater Division has previously received a North Carolina Department of Public Safety (NCDPS) Disaster Relief and Mitigation Grant for the Ivy and Lyon Road Drainage Improvement Project. On June 10, 2024, the Council authorized the City Manager to execute a Memorandum of Agreement with the North Carolina Department of Public Safety Emergency Management (NCEM) and adoption of Capital Project Ordinance 2024-13 to appropriate funding in the amount of $3,500,000.

 

On September 4, 2024, at the request of NCEM, staff provided a project update for consideration of additional gap funding that may be available through NCDEQ’s Flood Resiliency Blueprint.

 

On March 14, 2025, the City was notified that the funding provided to NCEM by NCDEQ allowed for our grant to be increased by an additional $910,000 for a total award of $4,410,000.

 

The project is currently at final design and in the process of completing easement acquisitions.

 

 

Issues/Analysis: 

The project includes upgrades to the existing culverts at Lyon Road and Ivy Road to increase conveyance capacity which will help alleviate upstream flooding. The proposed improvements involve replacing the dual 6-ft span x 4-ft rise concrete box culverts with larger single box culverts, providing additional embedment for aquatic species passage, and lowering the invert of the culvert at Ivy Road for better connection to the streambed.

 

The proposed project also involves the modification and stabilization of the stream banks to reduce erosion and improve flood flow capacity. This includes implementing bank armoring, riprap stabilization, and benching of the stream bank to provide better connection to the floodplain.

 

Overall, the project aims to reduce the risk of flooding within the City’s right of way as well as provide the co-benefit of protecting residential structures from flood damage and improve the overall functionality and stability of Eutaw Creek.

 

 

Budget Impact: 

There is no anticipated impact to the General Fund as the project will be reimbursed by NCDPS. There is no City match required for this funding, however, if construction costs are in excess of the grant award, Stormwater Enterprise Funds will support the project.

 

 

Options

1.                     Adopt CPOA 2025-45 to appropriate additional grant funds for the Ivy & Lyon Rd Drainage Improvements Project.

 

2.                     Do not adopt CPOA 2025-45 to appropriate additional grant funds for the Ivy & Lyon Rd Drainage Improvements Project and provide further guidance to staff.

 

 

 

Recommended Action: 

Staff recommends that the Council adopt CPOA 2025-45 to appropriate additional grant funds for the Ivy & Lyon Rd Drainage Improvements Project.
