Executive Summary:

Staff seeks Council approval of demolition ordinances for one commercial structure and three residential structures that have been determined to be dangerous.

 

Background: 

As part of the City’s continued efforts to address blight and protect neighborhood safety, several long-standing nuisance properties have recently been successfully demolished one commercial and two residential structures 850 Van Dyke Place, 2443 Hope Mills Road, and the highly visible structure at 206 Campbell Avenue.

The removal of these deteriorated and unsafe buildings represents a significant step toward eliminating public nuisances that negatively impact surrounding neighborhoods. Most notably, the demolition at 206 Campbell Ave. addresses a prominently located structure that had been a source of concern for residents and passersby alike.

These actions demonstrate the City’s commitment to improving neighborhood conditions, reducing blight, and restoring confidence in the quality and safety of our community spaces.

 

484 TACOMA CT                                          PIN:  0408-68-9291

This vacant residential structure was condemned as dangerous on August 18, 2025, due to neglect. The City Inspector cited repair needed: walls, roofing material, flashing, trim and fascia, roof rafters and sheathing.

A hearing notice was published in The Fayetteville Observer on August 24, 2025. The hearing was held on September 8, 2025, and the property owner was not present.
Following the hearing, an order was issued on September 10, 2025, directing the owner to either repair or demolish the structure within 60 days. The notice included information on programs available through the City’s Economic & Community Development Department to help cover repair or demolition expenses.

As of today, there is no record of enrollment in the Blight Removal Program, and the property has not been brought out of its condemned status.
There have been two emergency calls related to the property in the past 24 months. The property had two code violations, $569.44 in City assessments, and $2,756.86 in taxes due.
It holds a demolition score of 65 points on the matrix.

 

511 S EASTERN BLVD                                          PIN:  0446-09-2995

This vacant commercial structure was condemned as dangerous on April 7, 2025, due to neglect/fire. The City Inspector cited repair needed: walls, doors, door frames, window frames and glazing, electrical wiring, devices, fixtures, boxes, conduit and panels, heating and air conditioning duct work, units and wiring, roofing materials, and stairs.

A hearing notice was published in The Fayetteville Observer on May 25, 2025. The hearing was held on June 5, 2025, and the property owner was present.
Following the hearing, an order was issued on June 9, 2025, directing the owner to either repair or demolish the structure within 180 days. The notice included information on programs available through the City’s Economic & Community Development Department to help cover repair or demolition expenses.

As of today, there is no record of enrollment in the Blight Removal Program, and the property has not been brought out of its condemned status.
There have been
113 emergency calls related to the property in the past 24 months. The property had 12 code violations, no City assessments, and $13,069.48 in taxes due.
It holds a demolition score of 77 points on the matrix.

 

905 ANARINE RD                                          PIN:  0428-61-2382

This vacant residential structure was condemned as dangerous on June 23, 2025, due to neglect. The City Inspector cited repair needed: steps, stair railings, ceiling and ceiling joists, doors and door frames, electrical fixtures, wiring, devices and panels, hot & cold-water distribution plumbing, water heating appliance, windowpanes, frames and sashes, roofing material, flashing, and trim, roof rafters/trusses and sheathing.

A hearing notice was published in The Fayetteville Observer on August 24, 2025. The hearing was held on September 5, 2025, and the property owner was not present.
Following the hearing, an order was issued on September 8, 2025, directing the owner to either repair or demolish the structure within 60 days. The notice included information on programs available through the City’s Economic & Community Development Department to help cover repair or demolition expenses.

As of today, there is no record of enrollment in the Blight Removal Program, and the property has not been brought out of its condemned status.

3634 THORNDIKE DR                                          PIN:  0429-95-5812

This residential structure was condemned as dangerous on March 5, 2025, due to fire. The City Inspector cited repair needed: roofing material, flashing, trim and fascia, roof rafters and sheathing.

A hearing notice was published in The Fayetteville Observer on August 24, 2025. The hearing was held on September 5, 2025, and the property owner was not present.
Following the hearing, an order was issued on September 8, 2025, directing the owner to either repair or demolish the structure within 60 days. The notice included information on programs available through the City’s Economic & Community Development Department to help cover repair or demolition expenses.

As of today, there is no record of enrollment in the Blight Removal Program, and the property has not been brought out of its condemned status.
There have been seven emergency calls related to the property in the past 24 months. The property had two code violations, no City assessments, and $2,518.79 in taxes due.
It holds a demolition score of 65 points on the matrix.

 

Issues/Analysis: 

These substandard properties contribute significantly to neighborhood blight and public nuisance, directly undermining the City’s Strategic Operating Plan-specifically Goal 1, which prioritizes community safety and neighborhood quality.

 

Budget Impact: 

The demolition costs for these structures will be established through a competitive bidding process conducted after the adoption of the demolition ordinance. Please note that additional, yet-to-be-determined expenses for asbestos testing and abatement may also be required.

    

Options

Adopt the ordinance and demolish the structures.

Abstain from any action and allow the structures to remain.

Defer any actions for a later date. 

     

Recommended Action::Recommended Action

Staff strongly recommends that Council adopt the ordinances authorizing demolition of these structures. We will continue to engage with the property owners up to the scheduled demolition date, offering opportunities for voluntary compliance, self-demolition, or grant-supported abatement through the Community Development Department.

Should a property come into compliance voluntarily, staff will present a demolition rescission ordinance to Council to formally remove the order from the property deed.
Prompt approval of the demolition ordinances is essential, as it enhances our leverage with property owners and is the only available mechanism to stay or suspend demolition proceedings once an order has been adopted.
