Executive Summary:
The Hurley Plaza Project includes as its Phase 1 the installation of decorative baseball bollards along the Hay Street entrance promenade of the stadium and larger decorative baseball bollards at the stairs of the stadium entrance. Flanking each side of the Maiden Lane entrance, fence will be installed for pedestrian safety and to deter parking on grassy areas. To complete Phase 1, new trees, plants and sod will be established to provide greenspace and shaded areas. Phase 1 completion is anticipated to be prior to the 2025 baseball season.
Phase 2 of the Hurley Plaza Project includes the installation of crash rated safety bollards at the Maiden Lane and Hay Street entrances to the stadium to provide additional pedestrian safety. So as not to interfere with the upcoming 2025 baseball season, Phase 2 completion is anticipated to be in fiscal year 2025-2026.
Background:
The Hurley Plaza Project, a phase of the Downtown Redevelopment Site Project (Plaza Project), was appropriated on April 24, 2017 to fund site improvements surrounding the stadium, parking deck and mixed use development, and the Prince Charles Hotel renovation projects.
The work on this project was delayed due to unforeseen utility conflicts and capacity issues, soil contamination and abandoned infrastructure, and the need to break up the schedule of work to coordinate with the construction and operation of adjoining projects. The work was broken into phases to work around Segra Stadium’s use schedule as well. The final phase of the Downtown Redevelopment Site Project includes improvements related to “Hurley Plaza.”

No additional impact to the general fund.
