Executive Summary:
Fayetteville Technical Community College has requested a “No Parking/ Loading/ Unloading” zone on Hull Road. After further study, staff agree and recommend the relevant traffic schedules be updated to satisfy the request.
Background:
The City received and investigated a request from Fayetteville Technical Community College (FTCC) to install “No Parking/ Standing/ Drop off” near the pedestrian crosswalk at approximately 2220 Hull Road. City staff have been made aware of a pedestrian collision at this location, as well as the presence of High School students attending courses on the campus near this location.
Hull Road is under the ownership of the City.
To address concerns with pedestrian safety, City staff are actively pursuing the installation of Rectangular Rapid Flashing Beacons (RRFB’s) at the subject crosswalk. The RRFB’s are currently being shipped to the contractor the City will be using for this effort and are expected to be installed by late June/early July.
From reviewing the site, staff have identified an approximately 2,210 feet, or 0.42 miles, area where pedestrian activity is likely to occur. To reduce the conflict of vehicles and pedestrians, increasing visibility of pedestrians crossing Hull Road is desired. To increase visibility, prohibiting obstructions from blocking motorist and pedestrian line of sight is prudent. To this effect, City staff are recommending a “No Parking/ Loading/ Unloading” zone begin at the entrance of Parking Lot 9 & Parking Lot 16A, at approximately 2313 Hull Road, adjacent to the Thomas R. McLean Administration Building and the Advanced Technology Center. City staff recommend this zone extend up to the entrance to Parking Lot 2 at approximately 264 Hull Road. For reference, the FTCC campus map, with the proposed zone, is included as an attachment to this agenda item.
The installation of a “No Parking/Standing /Drop off” will be installed in the field as “No Parking/ Loading/ Unloading”, and codified in Traffic Schedule 6 “Loading and Unloading Zones” and Traffic Schedule 9 “Parking Prohibited”.
Issues/Analysis:
FTCC has requested safety features for Hull Road, and City staff agree with the recommendation. The City traffic schedules have to be updated to satisfy the request.
Budget Impact:
There is no noticeable impact to the budget for this change. All sign installation and maintenance costs will be within the existing Engineering and Infrastructure operating budget.
