Executive Summary:

Council is asked to hold a public hearing and receive comments on the proposed Substantial Amendments to the U.S. Department of Housing and Urban Development (HUD) 2021-2022 and 2025-2026 Annual Action Plans (AAP). Council adopted the 2021-2022 and 2025-2026 Annual Action Plans on May 14, 2021 and April 28, 2025, respectively. The public hearing and proposed Substantial Amendments are requested due to the identification of additional funds for both program years.

 

 HUD recently notified the City of an additional allocation of $5,098 for the 2021-2022 program year, and City staff identified $280,000 of program income for the 2025-2026 program year.

 

Background: 

Annual Action Plans are required to be submitted to HUD for each program year, detailing how federal grant funds will be used to address local housing and community development priorities. The AAP outlines the specific programs, projects, and services to be undertaken during the program year utilizing funding from the Community Development Block Grant (CDBG), HOME Investment Partnership, Emergency Solutions Grants, and Housing Opportunities for Persons with AIDS programs.

 

 

HUD recently discovered an administrative error in the allocation of the 2021-2022 HOME-ARP funds, indicating that the City had received $5,098 less funding for the program year than we were entitled.  The City has received notification from HUD of the corrected amount of our HOME-ARP award, which has increased from $3,397,564 to $3,402,662.

 

Additionally, City staff identified $280,000 of CDBG-related program income that must be allocated to the 2025-2026 program year. This funding will be used to support affordable housing activities ($100,000) and neighborhood resource activities ($180,000).

 

The City Council received a presentation at its Work Session on October 6, 2025, outlining the need for these Substantial Amendments.

 

Issues/Analysis: 

The City’s 2021-2022 and 2025-2026 AAP’s require substantial amendments to reflect the updated funding amounts.

 

Budget Impact: 

The additional program income will increase the CDBG - Neighborhood Resources activity budget by $180,000 to a new total budget of $640,582 and will create a new CDBG - Affordable Housing activity with a budget of $100,000. The addition of $5,098 in HOME-ARP funds will increase the HOME-ARP budget from $3,397,564 to $3,402,662.

 

No matching funds are required from the General Fund, and any required ordinance amendments related to the increased funding will be presented to Council for adoption at a future Council Meeting.

    

Options

1.                     Hold a public hearing and approve the Substantial Amendments to the Housing and Urban Development 2021-2022 and 2025-2026 Annual Action Plans.

2.                     Hold a public hearing and do not approve the Substantial Amendments to the Housing and Urban Development 2021-2022 and 2025-2026 Annual Action Plans.

3.                     Do not hold a public hearing and do not approve the Substantial Amendments to the Housing and Urban Development 2021-2022 and 2025-2026 Annual Action Plans and provide further direction to staff.

Staff recommends that Council move to hold a public hearing and approve the Substantial Amendments to the Housing and Urban Development 2021-2022 and 2025 - 2026 Annual Action Plans.
