Executive Summary:

The City of Fayetteville’s current Public Safety Answering Point, or 911 Center, is located in City Hall. The existing facility is experiencing space constraints that limit its ability to accommodate the additional staff needed to manage the significant increase in service calls.

 

The City has identified two parcels located off Aviation Parkway, consisting of approximately 11.8 acres and 3.21 acres, as a viable location for a new facility that will support future growth and provide the additional capacity needed for future operations. The 2022 Public Safety Bond will be used to cover the total purchase cost of $801,151.

 

On April 13, 2026, staff presented a briefing to City Council regarding the due diligence activities required before acquiring the two parcels. These activities have now been completed and include an appraisal confirming market value, an appraisal review confirming the accuracy of the appraisal, an Environmental Site Assessment with no concerns identified for the proposed use of the property, and a title search confirming clear ownership.

 

All findings support the City’s interest in proceeding with the property acquisition. The parcels are owned by Rogers and Breece, Inc., and the combined purchase price is $799,000. The City has paid an option fee of $2,500, which will be deducted at closing.

 

To proceed with the acquisition, City Council is asked to adopt the attached resolution authorizing the City Manager to execute all necessary documents to finalize the purchase of the property.

 

Background: 

The City’s current Public Safety Answering Point, or 911 Center, can no longer accommodate the capacity needed to support current operational demands and future growth.

 

In 2022, Fayetteville voters approved a Public Safety Bond to support critical public safety investments. Two parcels located off Aviation Parkway, totaling approximately 15 acres, have been identified as a viable location for a future facility that will meet operational needs and support projected growth. On April 13, 2026, City staff briefed City Council on the parcels and outlined the due diligence process. Council consensus was that purchasing the two parcels represents a fiscally responsible investment aligned with both current and long-term public safety needs.

 

As part of the acquisition process, staff completed an appraisal to validate the purchase price against market value, an appraisal review to confirm the accuracy of the appraisal, a Phase I Environmental Site Assessment that found no environmental concerns for the parcels, and a title search confirming clear title to the properties.

 

Following these evaluations, staff negotiated an Option to Purchase Agreement in the amount of $799,000, which included a $2,500 deposit as an option fee.

 

This strategic relocation aligns with the City’s broader public safety goals and will enhance emergency communications, disaster response, and long-term operational readiness.

 

Issues/Analysis: 

The total estimated property acquisition cost for the proposed 911 Center site is $801,151. This includes the negotiated purchase price of $799,000, property taxes of $479, recording fees of $26, title insurance of $1,590, and other closing costs of $56.

 

Budget Impact: 

Funding is included in the adopted PSAP Project which is funded in part by General Obligation Bonds.

    

Options

City Council may adopt a resolution authorizing the City Manager to execute all related documents necessary to acquire the parcels or deny the request.
