Executive Summary:
Council is requested to adopt Capital Project Ordinance Amendment 2026-10 & 2022-11 to appropriate an additional $145,331.00 in Stormwater Enterprise funds to complete the design of the Wayland Drive Drainage Improvement Project.
Background:
The City was previously awarded a FEMA Building Resilient Infrastructure and Communities (BRIC) Grant for the Wayland Drive Drainage Improvement Project in the total amount of $479,017, consisting of $342,155 in grant funding and a required local match of $136,862.
The City subsequently entered into an agreement with Gradient, PLLC to provide design services for the project. During the design process, multiple revisions and evaluations of alternative layouts, routings, and design scenarios were required. These alternatives were explored to maximize the number of benefiting properties, minimize impacts to private property, and coordinate the project with planned water and sanitary sewer improvements.
As a result of the additional analysis and coordination efforts required, an additional $145,331.00 is needed to complete the final design drawings, easement plats, and construction documents for the project.

Given the current BRIC funding environment, ongoing cost escalation, and the additional time required to advance the project, the City has coordinated with NCDPS to transition the Wayland Drive Drainage Improvement Project to the Hazard Mitigation Grant Program (HMGP) under the Hurricane Helene DR-4827 declaration. The additional design costs have been included in the HMGP application as eligible pre-award costs and are anticipated to be reimbursed to the City upon award of HMGP funding.
Budget Impact:
There is no impact on the General Fund. The additional $145,331.00 in funding will be provided from previously appropriated Stormwater Enterprise Funds made available due to that project being completed under budget.
The additional design costs have been included in the HMGP application as eligible pre-award costs and are anticipated to be fully reimbursed to the City upon award of HMGP funding.
Options:
1. Adopt Capital Project Ordinance Amendment 2026-10 & 2022-11 to appropriate additional funding for the Wayland Drive Drainage Improvement Project.
