Goal 5 - Financially Sound City
Goal 6 - Collaborative Government
Executive Summary:
The Intergovernmental Support Agreement (IGSA) strengthens the City’s partnership with Fort Bragg, ensuring efficient, cost-effective waste management while enhancing intergovernmental collaboration. Approval of this ordinance will enable full implementation, maintaining service continuity and fiscal accountability.
Council is asked to adopt Budget Ordinance Amendment (BOA) 2025-12 to establish the IGSA Fund and appropriate $6,008,251 for the IGSA with Fort Bragg. This ordinance allocates the funding required to cover contracted waste collection services, operational costs, disposal fees, and administrative oversight through the end of fiscal year 2025. The funding for this appropriation will be paid by Fort Liberty per the terms of the Intergovernmental Support Agreement.
Background:
The City of Fayetteville and Fort Bragg have entered into an IGSA to provide commercial waste collection services on the installation. Authorized under 10 U.S.C. § 2679, this agreement enables military installations to partner with local governments for efficient service delivery.
Under the IGSA, the City will oversee waste collection through a contracted provider, ensuring reliable and cost-effective operations. The agreement establishes a multi-year partnership with a budget totaling $6,008,251, covering collection services, disposal fees, and administrative costs.
Issues/Analysis:
None
Budget Impact:
The IGSA funding will span FY25 and FY26. All funding not expended in FY25, will be appropriated during the budget process for FY27. There is no impact to the General Fund fund balance.
Options:
1. Adopt Budget Ordinance Amendment 2025-12 to appropriate funding to the IGSA Fund.
2. Do not adopt Budget Ordinance Amendment 2025-12 and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt Budget Ordinance Amendment 2025-12 as presented.
