Executive Summary:
Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2024-17 to re-appropriate $546,000 from the completed Legend Ave Extension Project and adopt CPOA 2024-16 to move the funds to the Winslow St / Russell St Parking Lot Improvements, and to award the construction contract to Lanier Construction, Inc, the apparent lowest responsive, responsible bidder. The project will add 50 new parking spaces to the existing lot, for a total of 86 spaces.
Background:
The City of Fayetteville Winslow St / Russell St Parking Improvements are needed as this will provide additional employee parking during normal work hours and additional public parking after hours and during weekends and holidays. The project was put out for bid in August of 2022, but bids came back over budget. After discussions with Public Services, it was determined that the remaining funds from the completed Legend Ave Extension Project could be utilized to complete the project. The project was rebid in January of 2024, and bids came back as follows, with Lanier Construction, Inc. as the apparent lowest responsive, responsible bidder:

Issues/Analysis:
The Segra Stadium project eliminated a large parking lot that was used for employee and public parking, and the Winslow St / Russell St parking will add additional parking for employees during normal work hours and for the public after hours and during weekends and holidays.
Budget Impact:
No impact to the general fund. The CPOA will move funding from the completed Legend Ave Ext project to the Winslow St / Russell St parking lot project, which is an approved CIP Project.
Options:
1) Adopt CPOA 2024-17 to reappropriate $546,000 from the completed Legend Ave Extension Project and adopt CPOA 2024-16 to move the funds to the Winslow St / Russell St Parking Lot Improvements and Award the Construction Contract to Lanier Construction, Inc.
2) Do not adopt CPOA 2024-17 to reappropriate $546,000 from the completed Legend Ave Extension Project and do not adopt CPOA 2024-16 to move the funds to the Winslow St / Russell St Parking Lot Improvements and do not award the construction contract to Lanier Construction, Inc., and provide additional direction to staff.
Recommended Action:
Staff recommends that Council move to adopt CPOA 2024-17 to reappropriate $546,000 from the completed Legend Ave Extension Project and adopt CPOA 2024-16 to move the funds to the Winslow St / Russell St Parking Lot Improvements and Award the Construction Contract to Lanier Construction, Inc.
