Executive Summary:
The Fayetteville Public Works Commission has approved a resolution to accept a State Loan Offer Under the Infrastructure Investment & Jobs Act of 2021 and requests the City Council to adopt a similar resolution accepting the State Loan Offer Under the Infrastructure Investment & Jobs Act of 2021
Background:
The Fayetteville Public Works Commission, during their April 9, 2025, meeting, adopted the attached PWC Resolution - PWC2025.09 and requests the City Council to adopt a similar resolution at its April 28, 2025, meeting.
The North Carolina Department of Environmental Quality (NCDEQ) has offered PWC a Drinking Water State Revolving Fund - Emerging Contaminants (DWSRF-EC) loan with principal forgiveness in the amount of $500,000 for the PO Hoffer/ Glenville Lake WTP GAC Facilities Design project. The loan terms for PO Hoffer/Glenville Lake WTP GAC Facilities Design project are 100% principal forgiveness and 2% closing fee. To accept the loan offer, PWC and the City of Fayetteville (City) must adopt a resolution to accept the loan in the form provided by NCDEQ

Recommended Action:
The Fayetteville Public Works Commission recommends the Fayetteville City Council adopt the Resolution of the City of Fayetteville, North Carolina, to Accept a State Loan Offer Under the Infrastructure Investment & Jobs Act of 2021 at its April 28, 2025 City Council session.
