Executive Summary:

Council is asked to adopt the following ordinances and amendments for the purpose of moving funding from a centralized location to carryout Council’s directives, adjusting as needed operationally, correcting scrivener’s errors regarding funding sources, and appropriating debt funding approved in the FY2025 Capital Improvement Plan and ARPA interest, as procedurally done in prior years.

                     Budget Ordinance Amendment (BOA) 2025-4 to move the $100,000 funding for the hospitality officer from Economic & Community Development to Police, to move the $100,00 funding for major corridor beautification from Other Appropriations to Parks, Recreation & Maintenance, and to appropriate $232,838 of ARPA interest earnings from the General Fund fund balance to Economic & Community Development for microgrants in the amount of $130,000 and to the Transit Operating Fund for a Light Transit Vehicle grant match in the amount of $102,838.

                     CPOA  2025-21 for the ALW Dam projects and CPOA 2025-22 for the Rose Lake Dam Analysis Project to amend Capital Project Ordinance (CPO) 2025-2 and 2025-7 to reclassify the funding source as Revenue Bond funding instead of General Obligation Bond funding.

                     CPOA 2025-23 to amend CPOA 2025-15 for the Ramsey Street Pump Station Replacement Project to reclassify the funding source as Revenue Bond funding instead of a Stormwater Fund transfer.

                     CPO Close-Outs 2025-23, 2025-24, 2025-25, 2025-26, 2025-27, 2025-28, & 2025-29, respectively, and approve CPO 2025-20 to move the following projects in a singular project under a FY25 Stormwater Improvement Project: CPO 2025-3 for the Drainage Assistance Project, CPO 2025-4 for Research, Meeting Property Owners, and Acquiring Forms and Easements for Stormwater Projects, CPO 2025-5 for the Person Street Single Roundabout Project, CPO 2025-6 for the Project Management Planning Project, CPO 2025-8 for the Sessoms Stormwater Enhancement Project, CPO 2025-9 for Various Stormwater Projects, and CPO 2025-10 for the Tryon Stormwater Enhancement Project.

                     CPO Close-Out 2025-30 to close CPO 2025-11 for Watershed Master Planning Project and adopt CPOA 2025-18 to move the funds to the existing CPO 2020-25 for Stormwater Watershed Studies Project.

                     CPOA 2025-25 and CPOA 2025-24 to move $1,556,316 and $4,000,000 of the 2025 GO bond funding from CPO 2022-3 for Sidewalk Improvement Projects and CPO 2023-2 for Pavement Preservation Project, respectively, and adopt CPOA 2025-19 to move the GO bond funding into CPO 2024-1 for GO bond Projects.

                     CPO 2025-21 to appropriate $4,443,456 in debt funding for the Fire Apparatuses Project.

 

 

Background: 

These changes are requested for the following reasons, as procedurally done in prior years: to move funding from a centralized location to carryout Council’s directives, to make adjustments as needed operationally, to correct scrivener’s errors regarding funding sources, and to appropriate debt funding approved in the FY2025 Capital Improvement Plan and ARPA interest from the General Fund fund balance.

 

 

Issues/Analysis: 

None

 

 

Budget Impact: 

There is no impact on any fund balances as these revisions are previously approved appropriations being moved from a centralized location and generic projects for financial reporting purposes and departmental control based on Council directives.

 

 

Options

1.                     Adopt CPOs, CPOAs, Capital Project Close-outs and BOA 2025-4 as presented.

2.                     Do not adopt CPOs, CPOAs, Capital Project Close-outs and BOA 2025-4, and provide further direction to staff.

 

 

 

Recommended Action: 

 Staff recommends that the Council adopt CPOs, CPOAs, Capital Project Close-outs and BOA 2025-4 as presented.
