Executive Summary:

Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2019-21 and Special Revenue Fund Project Ordinance Amendment (SROA) 2019-7 to move $40,000 of Federal Transit Administration (FTA) grant funds from the Transit Special Revenue Fund to the Transit Capital Project Fund and appropriate $10,000 of required local match funds.

 

Background: 

FTA Grant NC-2018-069 was awarded to the City on September 13, 2018, and was originally appropriated on November 26, 2018. Most of the grant funds have been expended in accordance with the award, except for $40,000 that was to be used by the Town of Spring Lake for the design of accessible pedestrian sidewalks at bus stops. Since Spring Lake no longer operates a transit system, these funds are no longer available to them.

 

Transit staff requested, and has received, approval from FTA to use the remaining $40,000 for the construction of sidewalk and accessible bus stops in the City.

 

The transfer of funds will allow the City to use the federal funds, instead of returning the funds to FTA prior to closing the grant.

 

Issues/Analysis: 

These funds are scheduled to expire on December 31, 2025, and if the requested ordinance amendments are not adopted, the grant will be closed with FTA and the remaining $40,000 will be de-obligated.

 

 

Budget Impact: 

There is no impact to the General Fund, as the required local match was included in the Transit Department’s annual operating budget for fiscal year 2026.

    

Options

1) Adopt CPOA 2019-21 and SROA 2019-7 as presented.

 

2) Do not adopt CPOA 2019-21 or SROA 2019-7 and provide further guidance to staff.

Staff recommends that Council move to adopt CPOA 2019-21 and SROA 2019-7 as presented.
