Executive Summary:
Council is asked to award the contract for construction of Rehabilitation of Taxiway Foxtrot and Golf to Highland Paving Company, LLC.as the successful bidder of the bid process completed July 16, 2026.
City Council is also asked to accept the Federal Aviation Administration (FAA) grants 3-37-0021-061-2026 (Airport Improvement Plan 61) for the same project in the amount of $831,162, amend the work authorization, and authorize the City Manager to execute the Agreements.
Lastly, City Council is asked to approve an appropriation of Unassigned Airport Capital Fund Balance in the amount of $601,795. Staff is asking city council to accept these adjustments, adopting BOA 2027-2.
The total project appropriation includes funding for:
• Base Bid $ 3,130,274
• Design and Bidding Phases $ 652.098
• Construction Administration, Resident $ 283,183
Inspection and Project Management
• Construction Contingency $ 10,000
TOTAL $ 4,075,555
Background:
On January 8, 2024 Council adopted Capital Project Ordinance (CPO) 2024-11 to appropriate $500,000 of NCDOT Division of Aviation grant funds for the design phase of Taxiway G & F Rehabilitation. CPOA 2025-49 amended CPO 2024-11 on November 24, 2024 to appropriate grant funds in the amount of $2,142,598.
Issues/Analysis:
None.
Budget Impact:
There is no impact to the General Fund fund balance. AIP 61 is a one-time federal grant in the amount of $831,162.
Options:
Award the contract for construction of Rehabilitation of Taxiways Foxtrot and Golf, accept AIP 61, amend work authorization, adopt BOA 2027-2, and authorize City Manager to execute the agreements.
Do not award the contract for construction of Rehabilitation of Taxiways Foxtrot and Golf, do not accept AIP 61, do not amend work authorization, nor create adopt BOA 2027-2, and provide staff with further direction.
