Relationship To Strategic Plan:
Goal IV: Fayetteville will be a highly desirable place to live, work, and recreate with thriving neighborhoods and a high quality of life for all residents.
• Objective D: To develop and maintain public transportation investments with high quality transit and airport services.
Executive Summary:
Capital Project Ordinance 2019-17 will appropriate $100,000 for pavement crack sealing on runway 4/22 and the general aviation ramps at the Fayetteville Regional Airport.
Background:
In 2013, the North Carolina Department of Transportation, Division of Aviation (NCDOT-DOA) commissioned a Pavement Condition Index (PCI) study at the Fayetteville Regional Airport and found sections of general aviation aprons and runway 4/22 in need of repair. Their finding was affirmed in June 2018 by the FAA Airport Certification Inspector. The FAA Inspector highly recommended crack sealing of runway 4/22 to prevent the development of foreign object debris. Accordingly, the Airport included $100,000 in its fiscal year 2019 annual operating budget to fund pavement crack sealing for the runway and general aviation ramps.
The results of the study showed that runway 4/22 had PCI scores of 70-86 with predictive scores of 64-80 in 2019. General aviation/cargo ramps had PCI scores of 40-100 with predictive scores of 32-93 in 2019. NCDOT-DOA used a PCI scale of 0 to 100; with 100 representing a pavement area with no distress and in good condition. A PCI score of 0 would therefore represent a pavement area with severe distress, which has completely failed. For purposes of maintenance & repair, pavement sections with a PCI lower than 55 should be considered for repair and rehabilitation such as reconstruction, overlay, and surface treatments. Pavements with a PCI between 55 and 75 should be considered for maintenance level repairs such as crack sealing, patching, and seal coating.
Issues/Analysis:
Runway 4/22 is the primary runway at the Fayetteville Regional Airport and it supports more than 36,000 takeoffs and landings per year, including air carrier and regional/commuter airlines, general aviation, and military operations.
Budget Impact:
The fiscal year 2019 annual operating budget for the Airport Fund included a $100,000 transfer to the capital project fund for this project. There is no funding needed from the General Fund for this project.
Options:
1) Adopt Capital Project Ordinance 2019-17.
2) Do not adopt Capital Project Ordinance 2019-17 and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt Capital Project Ordinance 2019-17 as presented.
