(SEL), through Atlantic Power Sales, LLC, for the RMUC Grant project, DE-CR0000085, in the amount of $534,881.25, excluding sales tax.
Background:
The Fayetteville Public Works Commission, during the meeting on October 28, 2026, approved the sole source request is to purchase 115 SEL-2743 Ethernet switches and the SEL Blueframe Enterprise Device Management and Automation (DMA) software upgrade and related maintenance licenses from Schweitzer Engineering Laboratories, Inc. (SEL), through Atlantic Power Sales, LLC, for the RMUC Grant project, DE-CR0000085, in the amount of $534,881.25, excluding sales tax, and forward to City Council for approval.
PWC’s Electric Construction Department seeks approval to purchase specific equipment pursuant to a sole source exception to the competitive bidding requirements. North Carolina law allows an exception from the competitive bidding requirements for “Purchases of apparatus, supplies, materials, or equipment when: (i) performance or price competition for a product are not available; (ii) a needed product is available from only one source of supply; or (iii) standardization or compatibility is the overriding consideration.” NCGS §143-129(e)(6).
This request is based on the overriding consideration of standardization and compatibility with existing PWC SEL software-defined network and Blueframe virtual machine infrastructure.
