Relationship To Strategic Plan:
Goal II: Responsible City Government Supporting a Diverse and Viable Economy
Executive Summary:
The Planning Commission is being asked to consider draft text amendments establishing standards for Recreational Vehicle (RV) Parks and to forward a recommendation to City Council.
Over the past three to four years, Planning and Zoning staff has received, on average, at least one request per year to operate an RV Park within the City limits. Under current regulations, applicants are advised that RV Parks must comply with the standards for mobile home parks.
Proposal:
Attached is draft language that would create specific standards for RV Parks, providing clearer guidance for applicants and ensuring appropriate development and operational requirements tailored to this use.
This item was tabled at the Planning Commission’s September 16th meeting.
Background:
Before any proposed amendment reaches the City Council for a vote, it must first undergo a comprehensive review by the City’s Planning Commission. This body plays a key role in promoting responsible and well-coordinated development within Fayetteville.
Under North Carolina General Statutes Section 160D-301, local governments are authorized to establish planning boards. Fayetteville’s Planning Commission is charged with several important responsibilities, including:
• Reviewing and recommending changes to development regulations, such as the Unified Development Ordinance (UDO).
• Developing policies and procedures that support efficient, coordinated, and sustainable urban planning.
This review process ensures that any proposed amendments are carefully vetted and remain consistent with the City’s adopted growth strategies and overall development goals.
Issues/Analysis:
Staff has identified Recreational Vehicle (RV) Parks as a recurring use request that is not currently addressed in the City’s Unified Development Ordinance (UDO). The proposed amendment would establish specific standards to allow RV Parks within the City limits under defined conditions.
The accompanying Consistency Statement outlines how these proposed UDO text amendments align with the City of Fayetteville’s Comprehensive Plan, which guides growth and sets forth the community’s vision for responsible, sustainable urban development.
Budget Impact:
None at this time
Options:
1. Move to recommend approval of the proposed text amendments (recommended);
2. Remand the proposed text amendments back to staff for further consideration and specific changes;
3. Move to recommend denial of the proposed text amendments
Recommended Action::Recommended Action
The Professional Planning Staff recommends that the Planning Commission move for Option (1) and recommend approval of the proposed text amendment to the City Council.
